In support of the HR mission, the Office Manager independently coordinates and manages general office operations for the department, serves as a liaison between the university community and the department, provides budget oversight and management, supervises department clerical and student staff, prepares reports, and establishes work procedures and priorities. This position also provides confidential administrative support to the HR Executive Director, oversees the HR front desk, and provides support to the other HR managers.
Operations/Office Support: - Coordinate and oversee day-to-day functions for the office. - Develop and implement office procedures and standards; disseminate procedures to office personnel; review, revise, and update procedures. - Coordinate and monitor incoming and outgoing flow of information as well as departmental information presented to the public; serve as a member of the HR team to oversee, maintain, and update HR website. - Establish and ensure maintenance of office and personnel electronic and manual filing systems; update/revise as needed; ensure long-term disposition and destruction; monitor/maintain integrity of office databases/spreadsheets. - Independently respond to questions from staff, customers, and the general public; resolve issues; interpret/apply university and office policies/procedures. - Maintain knowledge of university policies/procedures concerning budget, travel, dining services, mail services, and other general procedures related to office functions. Ensure accurate and timely personnel actions related to HR department. - Recommend office space layouts and assign work space; manage office space utilization to maximize efficiency; arrange for all systems support for staff (phone, email accounts, system access and security, etc.); arrange for office maintenance and upgrades as necessary. - Liaison between the service unit (front desk) and other units within HR; resolve issues such as conflicting priorities.
Administrative Support: - Provide confidential administrative support for the HR Executive Director (HRD); notify HRD of any confidential or sensitive issues. - Serve as member of HR Leadership Team; advise the HRD on HR and office operations issues. - Provide administrative assistance for the directors and managers as needed. - Assign tasks/project to office staff, manage workflow, establish and track deadlines, and monitor work priorities to ensure timely completion. - Brief HRD on matters to be considered before scheduled meetings or when s/he has been out of the office. Stay current on the HRD's work commitments including status of projects and nature of contacts; apply that knowledge when committing the HRD time/efforts. - Act as liaison between HRD and university faculty, staff, and administrators. - Schedule and arrange meetings; make room reservations and all arrangements for meetings and/or special events; arrange for motor pool or personal vehicle use for staff travel. - Compile data required for reports; format information for presentations; prepare policies, reports, memos, and presentations. - Respond to queries from customers; compose letters and emails for self and others' signatures. - Coordinate travel and event attendance; make travel reservations and confirm itinerary; prepare travel authorizations, expense vouchers, and travel advance requests. - Work on special projects as assigned; coordinate efforts with other staff/project team members as necessary.
Employee Events: - Manage Employee Appreciation Events; reserve data/room/President's time; organize staff for various activities; order refreshments; determine employee to be recognized and send invitations as appropriate; troubleshoot problems or issues that arise regarding the event. - Support Employee Council and Exempt Employee Association. Ensure minutes are disseminated; Employee of the Month/Year nominations are complete and disseminated to members; coordinate with organization members on award ceremony and publication; order shirts.
Staff Supervision: - Manage front desk staffing and office support functions including monitoring/overseeing applicant needs in applicant tracking software; data entry for certain PeopleSoft elements; and establishing procedures to ensure data integrity. - Directly supervise a full-time civil service staff member and indirectly supervise student and/or temporary employees; assign work, train employees, evaluate performance taking corrective action when necessary, approve leave requests, interview and recommend hire, and resolve behavior issues- Actively engages in recruitment and hiring new employees. - Clearly defines performance expectations, ensure accountability, and provides ongoing informal feedback, coaching, and mentoring. Conducts formal performance evaluations. - Ensures employees have necessary resources. - Oversees and directs the work of staff; serves as mentor, coach and leader, and resolves complaints or issues. - Develops and fosters supportive working relationships, motivation and engagement. - Communicates information to staff on an ongoing basis to influence staff engagement and to be a part of a larger community. - Takes corrective action in a timely manner. - Recognizes and rewards employees for good performance. - Schedules employee work hours/shifts; monitor hours worked; approve payable time and absence requests.
Budget: - Evaluates costs and/or approves purchases for expenditures such as equipment, supplies, and furniture; develops cost estimates for equipment needs, space renovations, and projects. - Participates in budget preparation; develops budget estimates; monitors budget status and expenditures. Coordinate with supervisor, Finance Manager(s), and Grant Accounting as applicable to identify potential problems and take corrective action. - May participate in developing budget and cost estimates, and management and distribution of funds. Track salary savings and update base budgets allocations. Assist in development and implementation of systems and procedures to maximize resources. - Prepares reports, budget, contract, or grant proposals. Provide statistical data and advise supervisor of financial status of college, department, programs, etc. - Monitors payroll costs such as staff FTE, overtime, faculty contracts, temporary and student employees, etc. - Integrates new systems into budgetary processes.

Experience working with and monitoring budgets such as payroll, and accounts receivable and payable.
Proficiency using Microsoft applications including Word, Excel and PowerPoint and Outlook email and calendaring system or other similar software.
Ability to multi-task while dealing with interruptions and tight deadlines.
OR Applicable education/experience demonstrating the ability to perform the position's essential functions.
Experience with HRIS software such as PeopleSoft.
Demonstrated supervisory experience.
Advanced budget experience including budget projections, generating budget vs. actual expense reports, monitoring and managing multiple budgets, reviewing expenditures and analyzing budgets for inconsistencies or errors.

Pay, Benefits, & Work Schedule
Salary: $2,778/month with periodic increases up to $3,612/month
Working Conditions: Work is performed in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer work station for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required.
