As a seasoned experienced professional with a comprehensive understanding of UC, campus, and unit academic practices, policies, and procedures, resolves moderate to complex academic HR-related issues affecting a broad range of academic titles in imaginative and practical ways.Manage and conduct the independent review and analysis of all types of academic personnel actions, including appointments, merits, promotions, appraisals, and administrative appointments for the Scripps Institution of Oceanography (SIO).
Provide counsel to the VCMS, Department Chair, Division Directors, faculty, and departmental staff regarding academic personnel policies and actions. Sees confidential documents of academic advancement, tenure, retention, collective bargaining and grievance matters and provides analysis and recommendations. Compose and/or edit a wide variety of correspondence for signature of the VCMS. Participate in development, analysis, and implementation of new policies.
Consults with individual academics and high-level staff. Advises the MSOs, SIO Academic Personnel Manager, Associate Dean, and VMCS of any new or revised policies, and the implications of such on SIO. Makes a significant contribution to the general academic personnel objectives of SIO. Academic personnel policies and procedures are complex and confidential and require attention to detail and discretion. It is preferable to possess knowledge of the UC Systemwide and campus policies and procedures related to academic personnel.
Oversee all aspects of administration of the SIO Faculty, which is comprised of SIO Professors and Researchers.
Must be able to work full-time at the worksite in SIO. No telecommuting is allowed for this position.
Vacations will not be approved during peak workload times during the year.
Requires thorough knowledge of and ability to apply/interpret organization and college policies and procedures which govern academic HR.
Thorough knowledge of organization and college goals, priorities and values and the legal and human implications of decisions.
Thorough knowledge of system-wide and organization policies, union contracts, procedures and practices that govern academic HR administration.
Knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.
Ability to analyze complex management issues, develop project scope and solutions, give professional advice to senior officials, and make critical decisions regarding personnel.
Proven knowledge and experience in the analysis and interpretation of higher education policies, practices, and procedures for academic personnel and their application to all academic titles.
Critical thinking and applied problem-solving skills to research and analyze complex information and/or problems related to academic personnel in an objective manner. Analytical skills to anticipate and forecast impact of potential action.
Demonstrated ability to develop logical conclusions and to recommend sound and creative solutions.
Demonstrated excellent writing skills to independently compose and edit documents effectively. Knowledge of correct spelling and grammar and excellent proofreading skills.
Demonstrated ability to learn new information, synthesize information from a variety of sources and make prudent recommendations for a plan of action.
Computer skills to quickly and accurately produce reports, correspondence, proposals, etc. Experience with the following programs: Excel, FileMaker, Word, WP, Eudora, Up-to-Date, NextEdit. Ability to learn new software programs.
Knowledge of institutional data systems with an ability to conduct independent research. Skills sufficient for the effective manipulation and analysis of quantitative data.
Knowledge of federal, state, and university rules and regulations related to records access.
Proven experience in maintaining confidentiality of personnel or other sensitive issues (as identified by management) and exercise discretion in dealing with controversial or potentially sensitive topics. Experience in exercising independent judgment and discretion.
