The Hazardous Materials Program Manager (HMPM) provides leadership and overall management of the campus-wide hazardous materials inventory program function, which includes laboratory chemical inventories; chemical hazard communication; storage and use capacities; hazardous waste disposal; and environmental compliance reporting programs. The HMPM also coordinates with Facilities Services to confirm that other hazardous material inventories maintained by Facilities Services are properly managed for regulatory compliance, reporting and disposal.
The HMPM also performs various laboratory safety program functions that may include safety risk assessments of laboratory spaces and work practices; assessment of chemical handling and storage practices; audits of laboratory facilities and chemical exposure monitoring.
Hazardous material management presents challenges where concerns encountered are often non-routine, requiring review of practices and precedents to recommend effective remedy. Often, precedents generally do not exist for most problems, thus this position requires conducting independent research/analysis to identify appropriate approach.
Education & Experience: Education: Bachelors degree required in one of the physical sciences, life sciences, environmental science, chemical/environmental engineering, or other applicable degree. Preferred qualifications include an MS degree in one of the above and a background in laboratory research or environmental health and safety. Qualification or interest in a professional certification such as a Certified Safety Professional or Certified Hazardous Material Manager is highly desirable. Experience: Minimum of 5 years work experience in environmental health and safety in higher education is preferred. Knowledge of laboratory safety and environmental regulations is highly desired. May substitute required experience with equivalent years of education beyond the minimum education requirement.
Knowledge of: Theoretical and working knowledge of organic, inorganic, and organometallic chemical nomenclature Chemical hazards and chemical risk assessment, safe chemical use and handling, and how academic laboratories operate Regulatory requirements associated with chemical use, environmental permits, and regulatory reporting The needs of chemical laboratories and other EH&S programs to confirm that the chemical management services function provides maximum benefit to the University
Skills: Excellent written and verbal communication skills Excellent problem solving and orngaizational skills Proficiency in use of a personal computer and current software applications including but not limited to Microsoft Office Suite (Word, Access, Excel, PowerPoint, and e-mail) Proficiency in the use of chemical inventory software Personnel management Strong interpersonal skills Project management and strategic planning to include annual and longer term planning for the successful achievement of program goals and projects Recognition of laboratory hazards, assessment of risks, and identification of effective risk management controls
Ability to: Lead and mentor personnel, and manage complex technical programs and projects Recruit inventory team members and support efforts towards training personnel with regard to inventory methods, safe handling of chemicals, entry of data into an electronic database, and laboratory protocols Establish objectives and performance indicators, and track performance of the chemical management services function, with the goal of continually improving the chemical inventory process and overall performance of the chemical management services function Garner cooperation of faculty, and other workplace supervisors, who may feel that regulatory compliance represents an intrusion into their domain, and communicate the importance of the chemical inventory program Work effectively and productively with other EH&S staff, laboratory personnel, ITS personnel, and regulators Evaluate laboratories for unsafe conditions and practices, and identify opportunities to reduce risks Identify effective and feasible laboratory risk reduction methods Operate instrumentation required to monitor personnel chemical exposures and evaluate monitoring results Be medically qualified to wear respiratory protection and other personal protective equipment Lift up to 50 lbs and move up to 500 lbs of materials using rolling carts or drum carts Work in a variety of physical environments including weather extremes, potential confined spaces, elevated locations, and where the use of hazardous chemicals or equipment is in storage or use.
