Department/College Description Administer financial aspects of externally funded grants and contracts in Kate Gleason College of Engineering (KGCOE), including providing direct support to the Principal Investigators (PIs). Serve as the liaison among KGCOE and Sponsored Programs Accounting (SPA). Serve as the SPA Effort Reporting Coordinator responsible for the accurate and timely execution and certification of the effort reporting process throughout the year.
Detailed Job Description Major Responsibilities:
Ensure compliance with Federal Uniform Guidance effort reporting requirements including preparation, adjustment and distribution of Effort Reports three times per year in conjunction with fall, spring and summer semesters including: coordinate the report distribution, reconciliation, adjustments, certification, and document retention process for the University; 2) enure that the effort reports are reconciled with their associated grant statements; and identify, share and implement enhancements to the current process as well as work toward online distribution and automation with the group.
Work closely with PIs and department administrative staff to provide post-award financial management of grants, contracts, and cooperative agreements, including: attend project initiation meetings (PIM) to gain a thorough understanding of each award including time period, budget, faculty effort (both academic year and summer), cost share requirements and other award-specific terms and conditions; ensure accuracy of project transactions through review and certification of project statements; assist with creation and delivery of project actuals and projections; and, review committed and actual effort for key personnel.
Work closely with the SPA representative assigned to KGCOE to ensure accurate and timely accounting for all sponsored project activity and resolution of any outstanding issues.
Work closely with administrative staff to ensure financial processes are aligned with best practices, as well as, sponsor and University requirements.
Prepare and coordinate project statement certification process working closely with PIs to ensure the accuracy and completeness of financial reports for all awards. Make adjustments as necessary; and, resolve account deficits and/or issues as needed.
Process online Employee Action Forms including monthly salary redistributions, summer salary payments, and adjunct contracts. Ensure that funds are available, accounts are setup, and expenses are appropriate/allowable. Monitor EAF approvals to ensure transactions take effect timely; follow-up with approvers as needed.
Examine accounting documents to ensure that transactions are properly supported in accordance with the sponsor and University policies and procedures; initiate corrective action or recommend solutions as appropriate.
Track cost share commitments and report on potential impact on operating budgets.
Possess a thorough knowledge of all Controllers' Office processes that impact SPA including preparation of journal and budget entries, accounts payable (invoice payment forms, purchase order payments, travel expense reimbursements), accounts receivable, procurement card transactions, and payroll and student account adjustments
Develop and maintain comprehensive knowledge of sponsored programs administration requirements including the application of cost principles, administrative requirements, and audit requirements (A-21, A-110, and A-133, respectively, superseded by Uniform Guidance); federal acquisition regulations (FAR); NY State guidelines/regulations; and all related organizational policies and procedures.
To enhance understanding of internal and external policies and procedures, as well as the raising awareness of the importance of good internal controls importance, assist with or deliver SPA training workshops to PIs, department administrators and others involved in sponsored project administration.
Perform other accounting and financial analysis tasks and participate in special projects as requested by management.
Participate in a minimum of 40 hours of training/professional development annually (or a pro rata amount based on standard working hours) applicable to the employee's current role
Required Minimum Qualifications
Bachelors degree in accounting or business administration required OR an equivalent combination of education and relevant experience.
Four to five years general accounting experience required with preference given to applicants with applicable experience in a higher education setting.
Advanced knowledge of Microsoft Office Suite of products required; experience with an enterprise-wide financial applications software system preferred. Hands-on post award grant administration experience preferred along with knowledge of Federal OMB Circulars A-21, A-110, A-133 and Uniform Guidance.
Provide excellent service to faculty and staff who are involved in the day-to-day administration of sponsored projects.
Excellent verbal and written communication skills required.
Must possess the ability to interact effectively and professionally with individuals at all levels of the organization and be able to work collaboratively with diverse faculty, staff, colleagues and departments including training and consensus building.
Must possess exceptional interpersonal and diplomacy skills, be detail-oriented, and have excellent verbal and written communication skills.
Must be able to multi-task and deliver quality results within the required timeline.
