This position leads the efforts of the Corporate Franchise Tax Division at the Minnesota Department of Revenue in planning, designing, developing, and implementing division-wide and department-wide activities and programs that promote compliance with Minnesota tax laws.
This position manages laws, rules and policies governing the administration of the taxes for which the division is responsible, including: C corporation, S corporations, partnerships, fiduciary, and estate taxes. This is accomplished in a manner that is consistent with the department's mission, vision, values and strategies and that is tailored to meet the needs of the division's customers.
This position manages tax policy and operational policy development, service, education, audit, enforcement, and work force planning activities administered by the Corporate Franchise Tax Division. This position also participates in department-wide tax policy development as well as tax policy at the national level.
This position coordinates division activities with other affected divisions within the department.
This position is responsible for the staffing and operation of the division and prudent management of resources, both monetary and human resources, assigned to the division.

Minimum Qualifications: - Four (4) years of managerial or supervisory experience that includes managing/supervising professional level employees, OR
- Bachelor's degree plus three (3) years of experience as described above, OR
- Master's degree plus two (2) years of experience as described above.

Knowledge of Minnesota tax laws, rules, regulations, and case law.
Knowledge of tax system management including education, outreach, audit enforcement, administrative appeal, policy development, and litigation.
Knowledge of union contracts and managing in a union environment.
Knowledge of data analytics, data stewardship, data management, and data management software.
Knowledge of project management, including planning, executing, controlling, and closing the work of a team to achieve specific goals.
Knowledge of the legislative process.
Physical Requirements Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
