MAJOR RESPONSIBILITIES • Under the direction of the Chief of Capital Fiscal Management, manage the operations of Parks’ $5+ billion Capital budget. • Serve as a main point of contact for the Office of Management and Budget to ensure all appropriate funding requests are submitted in a timely manner and approved. • Oversee the submission of the agency’s Capital plans, new needs requests and agency transfers. Assist the agency in meeting its commitment plan. • Oversee Capital's Grants and Disaster Recovery units, which perform complex management and administration of grants from numerous sources including the Federal Highway Administration, New York State Parks, the Dormitory Authority of New York and the Federal Emergency Management Agency (FEMA). • Serve as an authorized agency representative for FEMA's Public Assistance Grant Program, which includes executing all Superstorm Sandy Recovery Project Worksheets. • Oversee the Accounts Payable unit to ensure that vendor payments are processed in a timely manner and in accordance with applicable city guidelines. Manage the Purchasing unit. • Supervise the Inter-Fund Agreement (IFA) unit and the registration of IFA charges. Implement strategic solutions to ensure stated targets are achieved. • Aid in the preparation of the Commissioner and Deputy Commissioners for New York City Council budget hearings. • Work with various stakeholders, internally and externally, to devise methodology to improve the efficiency of the administration of the budget.
QUALIFICATION REQUIREMENTS 1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 3. Education and/or experience equivalent to "1" or "2" above. An accredited Master’s degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.
This position is exempt from NYC residency requirements.
PREFERRED SKILLS/QUALIFICATIONS: 1. Expert-level familiarity working with Capital budgeting and the city’s Financial Management System (FMS). 2. Knowledge of Parks’ Capital Projects Division. 3. Excellent communication and organizational skills. 4. Proficiency in Microsoft Word, Excel and Access.
Salary: $100,000 - $110,000 plus excellent benefits
