Under the direction of the Chief Executive Officer, plans and oversees the effective and professional delivery of comprehensive behavioral health services as a core component of the services portfolio of APLA Health & Wellness. Responsibilities include clinical services, revenue and budget management, community outreach/education, clinical intern training, and the promotion of health and wellness services. Position will spend up to 50% of time providing direct clinical services.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Provide overall management of staff, budget and contract management, program development and implementation, and evaluation for all components of Behavioral Health Services. Ensure that services provided adhere to all applicable FQHC guidelines as set by HRSA, DHCS, and other oversight agencies.
Participate as a member of the agency’s Senior Management team. Advise the Chief Executive Officer and others on matters relating to Behavioral Health operations.
Manage program to meet revenue, expense, and growth goals as adopted by the Board of Directors.
Provide direct clinical mental health services to APLA Health patients up to 50% of time.
Manage the personnel activities of the Behavioral Health Services program, including staff recruitment, professional development and supervision. Ensure that staff has training and proficiency in providing evidenced-based clinical practice.
Provide clinical supervision, consultation, and supervision toward licensure for unlicensed personnel, as needed. Assess and coordinate the development needs for program staff to ensure the delivery of relevant and effective behavioral health services.
Manage services to facilitate integrated care delivery as part of the Patient Centered Medical Home (PCMH) care model. Participate in the organization’s PCMH management team.
Manage services provided in collaboration with the various health plans Behavioral Health Is contracted with. Ensure clients are screened and/or approved for services by the health plan to ensure revenue is captured. See to expand the network of contracted health plans as appropriate.
Coordinate and oversee the outreach and promotion activities of the program to build a positive community reputation and facilitate program growth in accordance with APLA Health & Wellness goals and strategic mission.
Ensure that patients have access to enhanced services such as substance use, psychiatry, and specialty mental health services through community collaboration and referrals. Monitor and evaluate opportunities to provide on-site delivery of these services through direct contracting, service expansion, or co-located collaborative agreements.
Ensure that staff document services, encounters, insurance coverage, and billing detail in eClinicalWorks and/or other charting and data collection systems as appropriate in order to facilitate billing, data submission, and report generation. Ensure that documentation is performed in a timely and accurate fashion in accordance with program policies and professional standards of care.
Ensure program adheres to all applicable professional, legal, and ethical standards of behavioral health practice in the provision of services, including but not limited to: mandated reporting, provision of effective services, case documentation, patient confidentiality/HIPAA regulations, ensuring patient safety, and maintaining professional boundaries.
Develop and maintain policies and procedures relating to the operation of Behavioral Health Services.
In conjunction with the Medical Director, develop and maintain a quality assurance/quality improvement program, and serve as an active participant on APLA Health & Wellness’ Quality Management Committee.
Respond to inquiries and grievances from clients, volunteers, referral partners, and community members.
Identify and pursue opportunities to enhance program operations through the preparation and submission of behavioral health grants.
Maintain membership and participation in various community, professional, and advocacy organizations relevant to the mission and services of the Behavioral Health Program.
Work collaboratively with the Clinic Operations Management and administrative front office staff to ensure that data collection and documentation requirements are met. Jointly oversee the preparation of statistical and program reports for planning and contract monitoring purposes.
OTHER DUTIES MAY BE ASSIGNED TO MEET BUSINESS NEEDS.
Training and Experience:
Master’s degree in Social Work or PhD/PsyD in Clinical Psychology is required; California license in good standing as a Clinical Psychologist or Licensed Clinical Social Worker is required; ten years clinical practice post-licensure as well as four years supervisory/management experience required. Experience working with people living with HIV/AIDS, LGBTQ populations, ethnic minorities, substance abuse issues, and multiply diagnosed clients is required. Experience in a group or agency practice preferred. Experience providing services in an FQHC, through the Department of Mental Health (DMH), and Substance Abuse Prevention and Control (SAPC) preferred. Experience writing, submitting, and managing grants to governmental agencies including SAMHSA preferred.
Current psychosocial diagnostic and treatment modalities; use of the DSM-V, social support and behavioral theories; project management; quality assurance; standard clinical record keeping methods, basic medical and psychosocial aspects of HIV/AIDS, and substance use treatment; Microsoft Office suite including Word and Excel.
Supervise a diverse team of behavioral health clinicians and interns; manage program contracts including budgets and work plans; complete assigned tasks in a timely manner; work independently; advocate on behalf of APLA Health & Wellness and its clients; interact with clients, staff, volunteers and the community in a professional and courteous manner; adapt to a rapidly changing environment and communicate effectively orally and in writing.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
This is primarily an office position that requires only occasional bending, reaching, stooping, lifting and moving of office materials weighing 25 pounds or less. Some driving (or other form of transportation) is also required. The position requires daily use of a computer and requires entering, viewing, and revising text and graphics. Some weekend and weeknight hours required to attend special events and meetings. Some domestic travel may be required.
Must possess a valid California driver’s license; proof of auto liability insurance; and have the use of a personal vehicle for work-related purposes.
