Rutgers, The State University of New Jersey, is seeking a Programmer Analyst II for the Student Information Management department of the Office of Information Technology.
The Programmer Analyst II reports directly to the IT Manager for OIT/EAS Student Information Management (SIM) and will work in an auxiliary team environment on projects that will vary in scope, complexity and impact. This position is expected to act independently for the majority of the time, and routinely carries out standard problem resolution and programming support procedures. This position is expected to be responsible for overseeing all aspects of software architecture, design, requirements, implementation, User Acceptance Testing (UAT) and Quality Assurance (QA).
Responsible for architecting and design of web applications and programming/design/maintenance.
Performs analysis, design, programming, testing, debugging, and documentation of UI/UX front-end/mobile programs to solve medium to complex business problems.
Applies conversions and enhancements to business systems.
Participates in the development of detailed programming/system specifications, including policies and procedures.
Interfaces with users and other departments to identify system problems and propose solutions.
Develops project plans and training programs.
Acts as a liaison between OIT/EAS and end user communities.
Evaluates and recommends hardware and software solutions.
Minimum Education and Experience:
Bachelor's degree, preferably in Computer Science, Information Systems or a related technology field.
Experience building user interfaces for websites and/or web applications.
Experience designing and developing responsive websites.
Equivalent education, experience and/or training may be substituted for the degree requirements.
Required Knowledge, Skills, and Abilities:
Technical understanding of programming, microcomputers and their associated operating systems, as well as an understanding of systems and network related programming concepts.
Solid understanding in Java, J2EE, Spring, Tomcat.
Relational and hierarchical database concepts and design (Oracle, MS-SQL, MySQL, Postgres).
Familiar with more advanced JS frameworks/libraries (React.js, Angular.js, Vue.js, etc.).
Familiar with making calls to API endpoints (Ajax, JSON, XML).
Familiar with MVC in JS.
Comfortable working with debugging tools like Firefox and Chrome Developer Tools, etc.
Familiar with accessibility (508, WCAG, etc.) and coding best practices to ensure accessible functionality.
Understanding of programming tools, methodologies and concepts; a good understanding of SDLC.
Understanding of distributed computing environments and integrated communication concepts.
Strong analytical and troubleshooting skills.
Ability to architect and design systems using coding methodologies such as design patterns and best practices.
Knowledgeable about distributed systems architecture, middleware, messaging and REST protocol.
Ability to understand complex, integrated, state-of-the-art and legacy computer systems.
Ability to translate business requirements.
Ability to develop and manage project work plans.
Ability to function in a team environment with minimal supervision.
Effective oral and written communication skills.
Excellent organizational, interpersonal skills working in a service-oriented environment.
Experience with JMeter, JIRA, Bamboo and Confluence.
Experience with Apache HTTP Server, IIS, and NGINX.
