TheUniversity of Maryland, Baltimore School of Medicine Department of Surgery isseeking a Research Administrator. The Research Administrator is responsible forassisting faculty in identifying and applying for funds available to conductresearch and overseeing and directing the research administration functions forthe (8) eight divisions in the Department of Surgery. The ResearchAdministrator supervises research administration support staff and has theauthority to formulate, affect, interpret, or implement management policies oroperating practice. Reports to the Senior Administrator and the Vice Chair of Research.

Creates acohesive work team that works collaboratively to achieve unit's goals. Overseesthe recruitment, performance, and training of team members and continuallyreviews strengths and weaknesses of staff to maintain a well-trained, highlyinvolved, and motivated team.
Provideexpertise in strategic planning, organizational and management analysis.Specifically, this will include working with the VP of Research and Senior Administratorto develop objectives for the increased research effort, improve/create parameters for measuring progress towardobjectives, as well as improve reporting and tracking of progress.
Partnerwith research and administrative leadership to achieve financial objectives forsponsored funding. This will include preparation of annual budgets, approval ofexpenditures, analysis of variances, initiating and enforcing correctiveactions, and providing financial plans to leadership.
Overseesand directs the entire research administrative financial operations for theDepartment of Surgery. This includes managing the pre and post award processes,overseeing payroll changes implemented based on research activity, managing theDepartment's research account balances.
Oversee research space utilization, planning,and allocation.
Managescompilation and preparation of research administration analyses, trends, andreports.
Interfacewith Sponsored Programs Administration (SPA) and Sponsored Projects Accountingand Compliance (SPAC) and serve as liaison with funding agencies
Partnerwith UMBF to increase philanthropic giving by working with faculty tocreate/update biosketches and research proposals for presentation to gratefulpatients and philanthropic foundations.
Assist facultymembers in identifying research funding opportunities. This involves monitoringand analyzing Request for Applications (RFAs) for large grants (P, U, etc) fromthe National Institute of Health (NIH) and other Federal Agencies and targetingthe RFAs to appropriate senior faculty led teams.
Ascertainresearch interests of junior faculty and work with the Office of CareerDevelopment help identify new funding sources for them. Also, help identifyopportunities for mentorship to improve grant writing skills.
Leads faculty in writing grant applications andcontract proposals (budget justifications, letters of support, etc.), collectsupporting documentation, prepare budgets; work with subcontractors to obtaintimely submission of subcontract applications; ensure applications meet theterms and conditions of application guidelines; respond to just-in-timeinquiries and other sponsor requests. Negotiate and/or recommend modifications tocontact/subcontract agreements.
Develop and maintain complex database of allgrants submitted and awarded including tracking individual faculty granthistories and success rates by agency.
Develop, maintain, and implement policies forfinancial integrity and compliance.
Bring conflict of interest, export control andother special situations to leadership attention. Ensures proper spending of research funding.
Ensure that faculty/research staff are compliantwith conflict of interest and significant financial interest training, and manageand track faculty external consulting in accordance with school and campusprocedures.
Ensure the faculty/research staff are compliant with IACUC, HIPAA, and IRB policies, certifications, and updates in accordance with school and campus procedures.
Attend faculty meetings; announce new andsubmitted awards; announce administrative updates and notices pertaining togrant applications, policy changes, and explain changes and respond tofaculty questions.
Represents the School of Medicine both withinthe University and nationally.
Functions as authority to department for humanresource related matters for faculty and staff.
Performs other related duties as assigned.
Education: Bachelor's degree in related field such as business or public administration. Master's degree in related field is preferred.
Experience: Five (5) years of experience in contract, and/or grants processing including sponsored programs management preferably in a higher education or medical research setting. Two (2) years' experience of direct management responsibilities that involved staff recruitment, training, and professional development related to position preferred.
Other: Financial Disclosure with the Maryland State Ethics Commission is required.
Knowledge, Skills, and Abilities:
Possesses in-depth knowledge of position requirements and able to perform position in compliance with all requirements/regulations/laws. Comprehensive knowledge of NIH, FDA, CDC, and VA funding mechanisms and procedures as well as state and federal regulations. Capable of understanding scientific writing, experimental plans, and grant financials. Skillful in use of personal computer software, such as spreadsheet, database, and website applications.
Ability to continuously seek quality service and process improvements in order to support a mission and strategic vision. Strategic and analytical thinking skills with an ability to solve problems and make decisions. Ability to prioritize ongoing and new projects, as well as conduct research and gather information. Grant writing skills a plus.
