The Wake County Human Services Deputy Director of Social Services is a Senior Executive Leadership position. It is responsible for leading, directing, developing and managing a comprehensive services designed to keep vulnerable children and adults safe and to move families towards self-sufficiency and well-being. Services include employment assistance; Medicaid benefits distribution; energy/emergency assistance, food and nutrition services benefits distribution; child support services, child welfare and adult protective services. The Position will be responsible for ensuring planning and coordination between division leaders, regional directors, and with state and federal partners.
Works with Division Directors in Economic Services and Child Welfare to prioritize services most needed and allocate staffing and financial resources to meet the service outcomes, goals and the objectives of Wake County Human Services, as well as state and federal government partners. Leads processes for critical service delivery decisions based on analysis of performance outcomes, quality of service, cost/efficiency, assessment of need and other measures. In addition, responsible for development and implementation of exemplary customer service plans and standards, and will be responsible for ensuring outcomes and performance measures. Ensures submission of comprehensive reports (e.g., weekly reports to the Director, annual report, Work First plan, etc.), grant applications and reports as needed. This position will provide leadership and oversight to assure that all state policies and requirements related to NC FAST, benefits administration, child welfare and adult services standards are met.
A highly qualified candidate will have the following:
Five (5) years of experience as a social services director or deputy director, or combination of experience at an executive level in child welfare and economic services
Demonstrated success in meeting federal and state mandates
Demonstrated ability to use information and data to drive productivity and document results for multiple service delivery types
Ability to work within chain of command in a complex consolidated government organization
Documented success in providing leadership support to highly competent and innovative division directors
Responsible for developing the divisional business plans which include: demand analysis, strategic interventions, and resource requirements to achieve established outcomes and objectives of the agency (WCHS and Division). Position will report to the Director of WCHS and work with other leaders in establishing long-range plans for the agency.

Must possess excellent verbal and written communication skills
Ability to lead and motivate other leaders and staff
Ability to build and maintain effective relationships with internal and external customers and partners
Ability to present information in a clear concise manner, and must have excellent interpersonal skills.
Bachelor’s degree in Human Services, Health or related field and seven (7) years experience in public sector management; or equivalent.
Preferred Experience, Skills and Training (beyond the minimum requirements):
Five (5) or more years of senior level management and leadership experience working with a Health or Human Services agency.
Candidate must have senior level management experience in Child Welfare and Economic Services programs.
Candidate must have strong business skills to include process improvement and the use of technology to improve access and efficiency, knowledge of Health and Human Services programs at the state or federal level, experience working with capital improvement process planning; experience in strategic planning and operations management.
