Reporting to the Director, Employment, the Human Resources Officer functions as a part of a team and serves as a primary consultant to assigned University departments regarding human resources services. Serves as a key contact to external constituencies and those interested in applying for jobs at Boston College.
Responsibilities include recruitment planning for nonexempt and exempt positions utilizing a variety of targeted approaches to advertising and recruitment, reviewing and prescreening resumes/applications, behavioral based interviewing, skills evaluation, and hiring requiring an understanding of compensation practices. Will set salaries with hiring managers for nonexempt and exempt hires up to the MRP and promotions up to a 10% increase; all other salaries are set in collaboration with the Compensation Office.
Serves as a primary contact to University department management and employees in providing day to day employee relations. Collaborates with appropriate central HR and departmental Human Resources staff to investigate and bring corrective action cases to resolution. Collaborates with other Human Resources staff to provide support to departments in all areas of employee services. Will also provide day to day functional supervision of Employment Office front desk staff to ensure that office operations are efficient and that a high level of customer service is provided.

Major Duties and Responsibilities
Collaborates with the Director, Employment to insure that in all matters, sound decisions are reached. Must demonstrate good judgment and provide excellent consultation to internal and external constituencies based on balanced consideration of facts, priorities, and alternatives.

Responds to major issues, challenges, and opportunities facing the University with an understanding of mission, structure, culture and constituencies.
Is a knowledgeable Human Resources practitioner who is up to date with legal guidelines and HR practices; understands the challenges within the field and takes advantage of opportunities to be responsive to these challenges.
Develops recruitment plans with the hiring departments in accordance with University policies, guidelines and legal considerations. This includes targeted advertising with a special focus on a web based approach which maximizes resources, a process supportive of developing a diverse workforce and the consideration of internal candidates. Proactively collaborates with OID and departments in developing recruitment strategies to build a diverse applicant pool and identify candidates in accordance with University and department initiatives and goals.
Understanding of compensation practices. Working with hiring managers, will set salaries within Boston College salary administration guidelines for hires and promotions. All other salaries are set in collaboration with the Compensation Office.
Provides departments with ongoing consultation in all aspects of the hiring process for administrative and support positions, including those in bargaining units, to include recruitment, hiring, resolving issues and preparing reports.
Collaborates with the Compensation staff to make employment offers and has a sound knowledge of compensation practices.
Under the guidance of senior HR staff, as needed, will investigate events and issues that require corrective action and/or resolution
Bachelors Degree, preferably with a concentration in Human Resources, and a minimum of 2-4 years progressively responsible experience in a team based Human Resources organization, preferably within an Employment office.
A proven ability to provide sound advice in a complex organization, with an understanding of the big picture perspective; an understanding of the customer in a university environment, and demonstrated experience working in a high volume, fast paced environment.
Proficiency with Word, Excel, PowerPoint and web based ATS, preferably PeopleSoft version 8.9 or higher.
Ability to organize and handle confidential information and interact effectively with a diverse population
Excellent communication and interpersonal skills and a demonstrated ability to successfully promote a work environment that values diversity and supports respectful interactions.
A working knowledge of state and federal laws governing human resources practices. Relevant experience in a Higher Education environment is highly desirable. A second language, especially Spanish or Portugese, is a plus.
