The College of Education has an outstanding opportunity for a Fiscal Specialist 1.
Reporting to the Dean's Office Finance Manager, the Fiscal Specialist 1 will support the financial operations of College of Education's Finance Office by providing guidance to faculty and staff regarding UW financial procedures and guidelines; processing daily requests for the acquisition of goods and services; and performing technical fiscal analysis and financial reporting for a variety of funding sources as requested.
Duties include but are not limited to the following:
Perform/manage center purchases utilizing available purchasing mechanisms (Procard, eProcurement).
Coordinate and track to ensure order fulfillment; organize and file relevant documentation for budget reconciliation. Coordinate with staff to ensure completion of purchase orders.
Serve as a fiscal resource to assess and determine best mechanisms for acquisition of products/services to meet college needs.
Process procurement and payment/receiving requests through Ariba & Procard.
Monitor the purchase queue on a daily basis, review purchase requests for compliance; assist requestors with completing procurement process (e.g. obtaining official quotes, sole-source justification statement).
Apply and interpret variety of UW, State, Federal, HIPPA, and College of Education finance and purchasing rules. Maintain accounts, accurately allocate and input purchase transactions.
Prepare/process blanket purchase orders, non-PO invoices and reimbursements through Ariba spending system.
Allocate purchase request to proper budgets and cost accounting codes.
Coordinate financial processing flow between faculty, staff, and students, and COE Dean's Office fiscal staff.
Primary liaison with travel agents and hotels for travel expenses paid by College CTA.
Prepare/process travel expense reports for College staff and guests via online expense reports, ensuring compliance with state and institution regulations and serve as a resource for adhering to UW, State, Federal, and College rules.
Procard and CTA Reconciliation Monthly
Allocate charges to proper budget and object codes; ensure appropriate taxes are issued to the purchase; enter pertinent information into the transaction box online.
Gather supporting documentation and match each transaction on the Transaction Detail report to its corresponding source document and support/verify that it is allowable and quantities and amounts are correct.
Investigate/resolve discrepancies as necessary.
Budget reconciliation Monthly
Update and reconcile monthly electronic budget reports following division guidelines and procedures utilizing MyFD system; review budget reports, verify accuracy.
Distribute, track and monitor reports to ensure review and approval as required by audit procedures.
Organize and maintain electronic fiscal document by creating, sorting, labeling and organizing filing systems following COE scanning policy.
Reconcile monthly expenditures and monitor budget activity to ensure compliance with department, institutional and/or granting agency policies, rules and regulations.
Set up new paper and electronic budget files when awards are granted.
Assist Finance Manager with updating monthly budget summaries and Excel budget projections.
Work with faculty and staff to coordinate research subject payments.
Make payroll and expense adjustments through MyFD system by executing/initiating changes supported by appropriate supporting documentation under direction of finance managers.
Serve as a fiscal and purchasing resource to division faculty and staff.
Perform other related fiscal support duties as required.
Provide process improvement suggestions for development and maintenance of computerized purchasing and financial processes and reporting systems.
Attend monthly Fiscal Meetings with Fiscal Specialist and Budget Analysts in COE.
Serve as Dean's Office reception desk backup.
Other duties as assigned.
Three years of fiscal record keeping experience, or equivalent education/experience.
Demonstrated, clear understanding of cost accounting and related audit issues.
Demonstrated ability to establish and maintain comprehensive record keeping system.
Demonstrated knowledge of Excel.
Ability to apply good judgment, critical thinking and seeing the comprehensive big picture across budgets and tasks.
Superior demonstrated attention to detail and superior time management skills.
Ability to work both independently and collaboratively.
Excellent written, verbal and interpersonal communication skills.
