Position Summary: The University of California's Office of the General Counsel seeks an attorney to support its Educational Affairs, Public Accountability & Governance (EAPAG) practice group in advising the Secretary of the Regents, the Provost, the Chair of the Faculty Senate, and other senior University of California administrators on a broad range of legal matters affecting the University of California. The incumbent should have substantial higher education and/or public agency experience and an understanding of the laws that govern these institutions and public officers and employees.
The EAPAG group's work is essential to supporting the University's core academic mission. The EAPAG group is responsible in supporting the provision of critical legal advice and advocacy on issues of vital concern to the University, including conflicts of interest, constitutional autonomy, free speech and academic freedom, governance practices, student affairs and discipline (including student SVSH cases), privilege and tenure, immigration, campus safety, privacy, open meetings, public records, and more. The group also has responsibility for maintaining and advising on the University's Conflict of Interest Code and Statements of Economic Interest (Form 700) filed by University employees, and in partnership with Student Affairs, the group maintains the University's Residence Policy and Guidelines, advises campus clients about its application, and adjudicates all appeals from campus residency determinations
The Office of General Counsel (OGC) delivers ethical, timely, efficient and high quality legal services to the University of California ten campuses, five medical centers, and the Lawrence Berkeley National Laboratory, as well as to the Board of Regents, the President, the Chancellors and other officers of the University. Its services include prosecuting and defending litigation, drafting and negotiating agreements, providing advice, counsel and interpretation of laws, regulations and policies, and assisting with development of effective compliance and risk mitigation strategies to facilitate the University's complex operations.
