The Bank's Compliance Review (CR) Programme is driven by a comprehensive Bank-wide Compliance Risk Assessment. Compliance Reviewers will have the opportunity to contribute to the success of this new approach from the outset. Specific objectives of the role are to:
Make a significant contribution to the Compliance Strategic Vision of being an Independent Guardian by conduct effective impendent regulatory themed reviews.
Conduct effective, objective, risk-based Compliance Reviews to:
Provide assurance that Standard Chartered Bank (SCB) is in compliance with regulatory requirements and Bank policies and expectations;
Provide a broad and holistic assessment of the regulatory systems and controls environment within SCB;
Understand prevailing regulatory risks and in turn provide assurance through the Compliance Review conducted.
Identify weaknesses in Compliance systems and controls and propose improvements :
Highlight real and potential regulatory deficiencies to SCB stakeholders in order to assist in reducing the risk of public or private regulatory censure or other sanctions against the Bank;
Identify and remedy any behaviour or activity that may have a detrimental effect on the Bank's customers.
Primary scope of role includes Standard Chartered Bank (SCB) Singapore Branch, SCB (Singapore) Limited. Involvement in regional reviews is expected.
Key Roles and Responsibilities
Undertake Compliance Reviews across a variety of SCB businesses with potential for travel to a few jurisdictions.
Take an active role in embedding the revised approach to Compliance Review across SCB, whilst ensuring continuous development and improvement of effective Compliance Assurance protocols.
Implement the Group Compliance Review Plan in accordance with the Compliance Review Methodology, including:
Facilitate effective regulatory risk assessments;
Interpret Compliance Review Programmes into an organised and risk-based work schedule to ensure effective use of resources;
Execute objective monitoring reviews in conjunction with Compliance colleagues where necessary, through effective liaison with Business stakeholders, a variety of fieldwork approaches, production of quality, focussed reports, and comprehensive record keeping of work undertaken.
Collaborate with the various Compliance stakeholders, namely Group, Business, Region, and Country, to ensure satisfactory completion of Monitoring activities;
Share best practice and learnings with CR colleagues globally.
Foster close co-operation between and develop excellent working relationships with various Risk and Compliance stakeholders, including Audit & Assurance, Control Room (including Trade Surveillance), Group FCR, Group, Business, Regional and Country Compliance.
Assess whether Compliance policies and procedures are embedded and operating effectively.
Proactively keep abreast of changes in regulation and legislation applicable to Group standards and policies, industry best practice, and changes to business activities and products, through self-managed learning and relationships with Compliance colleagues and business networks.
Increase the profile of Compliance within SCB through the identification and escalation of potential or actual regulatory risks in order to protect and enhance the reputation of the SCB and to avoid significant financial loss to SCB or its customers.
Promote best Group practices in Compliance matters to relevant Business stakeholders, gaining buy-in for Monitoring activities through excellent working relationships.
Assist with various ad-hoc projects or initiatives as directed by the Group/Regional Head of Compliance Assurance / Review.

Knowledge of Compliance and regulatory matters

Strong team player, able to work collaboratively with colleagues from Group, Business, Regional and Country Compliance colleagues
Excellent communication skills for documenting and explaining Findings
