THE JOB This position provides overall leadership and management of the Public Health Department’s Healthy Communities teams and programs, which includes cross-departmental and community supporting functions of epidemiology, health assessment, community engagement, Public Health accreditation, chronic disease prevention, and program evaluation. The position is intended to engage internal and external partners in developing data-driven programs and policy decisions regarding community health. This is also a hands-on position providing epidemiology research and program evaluation support, technical assistance, and science-based theory to the Healthy Communities teams and agency staff for the purpose of public health surveillance, health assessment, community engagement, chronic disease prevention/health promotion, research, and epidemiological activities. Work will be accomplished both independently, in coordination with program team members, and as a member of interdisciplinary teams and community groups in the planning, development, and implementation of community health assessment, evaluation, and research activities for both routine and special short-term purposes. Coordinates epidemiological investigations and proposes and/or initiates corrective action based on findings. Coordinates analysis and interpretation of qualitative and quantitative data on issues of public health importance. Writes reports and presents data for a variety of audiences.
The focus of this position is to: • Develop strategic plans and set priorities for the Healthy Community program teams; • Supervise the work of assigned staff and assist them in obtaining necessary resources to accomplish their work goals and objectives; • Coordinate professional epidemiology work of analyzing, interpreting and presenting epidemiological data; • Facilitate the design, implementation, and evaluation of epidemiological research, public health surveillance systems, and public health prevention programming; • Serve as technical resource for health assessment, evaluation, community engagement, chronic disease prevention, Public Health accreditation, and research and epidemiological activities; • Facilitate integration of local efforts with State and National prevention priorities and activities; • Facilitate use of media and community networks to communicated information and build capacity; • Provide leadership, and facilitate creation and articulation of key values and shared vision for Healthy Com munities team.
Organizational responsibilities include understanding and promoting the public health mission of the department; providing courteous, respectful, efficient customer service to all department clients; honoring diversity of all department employees and constituents; participating in department training; and striving for personal excellence in public health work.
SALARY $6,214 - $8,779 per month
Master’s degree from an accredited school of Public Health with evidence of completion of a series of coursework in biostatistics, epidemiology, research methodology, behavioral science, environmental sciences, chronic disease prevention, and health services administration and at least two to four years of experience in applied epidemiology and research in a public health environment. Official transcripts may be required at the time of hire.
The department desires a candidate with: • Broad public health assessment experience, in areas such as environmental public health, chronic/communicable disease, mental health/substance use, injury, and maternal-child health; and • Strong supervision, management, and leadership skills with a demonstrated success in leading organizational change.
The ideal candidate will have skills and experience in: • Conducting epidemiologic investigations or scientific and social research in an area of public health concern; • Conducting and presenting public health program evaluations; • Community engagement, chronic disease prevention, and health education; • Principles of scientific inquiry and with the statistical measures used in the practice of epidemiology; • Participating in and preferably leading community planning processes and implementing coalition best practices; • Successfully writing and obtaining grants; • Different methodologies for data collection (quantitative and qualitative); and • Data collection instrument development.
Other desired skills: • Strong oral communication and presentation skills to translate epidemiological information to policy makers, community stakeholders, and the general public; • Strong written communication in the form of scientific publications, community reports, and grant applications; • Strong analytic techniques; • Competency with word processing, graphics design, spreadsheets, databases, and statistical packages; • Strong interpersonal skills; • Strong background in using science and data to develop policy decisions and public health services; • Comfort with working in a political environment with individuals who may have diverging opinions and viewpoints; • Ability to apply understanding and knowledge of cultural differences and similarities when working with diverse populations; and • Strong group facilitation skills.
Knowledge of: federal, state, and local infection disease reporting requirements; research methodology and sampling frames; epidemiologic study design including prevalence surveys, case control and cohort studies, and population sampling techniques; general principles of toxicology, microbiology, genetics, and biology; advanced statistical measurement (linear, multiple, and logistic regression; factor analysis and discriminant function analysis; confidence intervals); principles and practices of public health program operations; principles and practices of project management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development, justification, monitoring and forecasting; principles and practices of quality assurance and quality improvement; methods and procedures of public policy development; qualitative and quantitative data for use in strategic planning and decision-making; community engagement models/concepts; Public Health accreditation standards and processes; Servant Leadership principles; key components of cultural competency; and awareness of differences and skills to effectively and appropriately work across cultures.
Ability to: maintain confidentiality and adhere to the highest of ethical and moral standards; work effectively with people of differing perspectives and disciplines in and out of the Public Health Department; work autonomously with little or no direct supervision in the development and implementation of a project; demonstrate use of good judgment and the knowledge of when to seek additional help; confer with community professionals about issues of public health significance; effectively plan, assign, direct and evaluate the work of others; employ principles of Servant Leadership; delegate responsibility and authority and assure success; carry out policy directives in an effective and timely manner; establish and maintain effective working relationships with staff, the public, policy makers, other governmental jurisdictions, contractors, community agencies and other County staff; prepare effective correspondence and reports; mediate difficult working relationships; express ideas effectively both orally and in writing; effectively use a personal computer including Microsoft Office software, e-mail, electronic scheduling, and internet to accomplish job functions; respectfully and effectively work with diverse populations and individuals; and work in stressful and sensitive situations.
Other Necessary Qualifications: •Must be able to respond to public health emergencies or exercises at any time, except while on scheduled vacation or other leave. In addition, leaves may be cancelled under public health emergencies. •Must protect the privacy and security of protected health information as defined in State and Federal law. •Must adhere to OSHA/WISHA guidelines, including but not limited to timely completion of mandatory trainings. •Possess a valid driver’s license, vehicle insurance and has access to reliable transportation. •Must adhere to the Department employee immunization policy and provide documents as requested. •Maintenance of specific licenses (if appropriate).
