The University Services division is made up of seven units: Campus Dining; Campus Venue Services; Conference and Event Services; Housing and Real Estate Services; Print and Mail Services; TigerCard, Transportation and Parking Services; and University Services Administration.
TigerCard, Transportation and Parking Services (TTPS) has responsibility for the University one card, parking, and campus transportation programs. TTPS is responsible for the Transportation Demand Management (TDM) programs, including the transit commuter program, the bike and car share programs, the car and van pools, assignment and permitting of university parking, event support, parking enforcement, and the campus shuttle system. The department manages the University's ID/one card, TigerCard, system for students, faculty, and staff enabling access to buildings, dining options, and selected retail operations.
Reporting to the Director of TigerCard, Transportation and Parking Services (TTPS) and the Associate Director of Information Technology, the Data Analyst and Technology Manager plays a pivotal role in improving departmental and program operational efficiency through the use of existing and new technology and data analysis. The manager is expected to develop the analytical framework, data architecture, identification of applications and tools for data-driven decision making, supporting the TTPS operations. This position will be responsible for creating and interpreting analytic tools and dashboards to enhance the University's parking and transportation programs with efficient and effective service, supporting the mission of TigerCard, Transportation and Parking Services.
The successful candidate will need to develop a strong understanding of the functions of TTPS and University Services IT (USIT) and develop working relationships with the Office of Informational Technology (OIT), University Services units, and other departments across campus. The manager will need to engage in and understand the rapidly advancing and innovative industries of transportation and parking.

Serve as the data steward for parking, TDM, and transit data, implementing University data steward polices. Develop and maintain proficiency in advanced analytic and database tools, internet-based resources and in-house data sources. The manager is responsible for developing, managing, and communicating technology implementation schedules, test plans, issues, and documentation. The manager will work with USIT on managing implementation and development projects through OIT and USIT's project process, and develop and present accurate, methodologically rigorous analysis utilizing data query language (e.g., SQL), data visualization software (e.g., Tableau), statistical packages (e.g., R), report-writing tools (e.g., Crystal Reports), campus card transaction systems (e.g., CSGold, CCURE), and other appropriate technical applications. Develop and interpret self-service data sources, operational reports and interactive dashboards that facilitate intuitive end user reporting and analysis.
The manager participates in and shares expertise with University Services central and embedded IT staff and supports the University Services analytics project working groups particularly relating to transportation and parking services.
Working with campus partners including Facilities, Office of Informational Technology, and Finance and Treasury, this position, using the Parking consultant report, will investigate, recommend, and implement parking management technology (hardware and software), vendor services, application integration, customer process improvement opportunities, and policy solutions that will support the ongoing goals of the TPS strategic plan. The manager is the primary point of contact with OIT and technology vendors to resolve system issues and implement new features. Keep abreast of news and relevant industry trends in intelligent transportation systems in support of TPS. Ensure that all business applications comply with data integrity and security standards and develop end user documentation and training.
Serves as first line of troubleshooting with vendor and OIT hardware support for parking enforcement hardware and technology. This position will maintain and support the configuration of on premise and hosted IT services that support parking enforcement, vehicle permitting, passenger counting, lot capacity management, parking access control systems, TDM programs and electronic communication, collaborating with OIT and USIT where necessary. Become an in-house expert of parking system and several other applications, their interfaces, and database structures, documenting architecture and disaster recovery plans in the department knowledgebase when appropriate. The Data Analyst and Technology Manager is the primary point of contact with technology vendors to resolve system issues.
The position will actively participate as a member of the TigerCard, Transportation and Parking Services leadership team. Works on special projects as assigned.
Minimum of Bachelor's degree or equivalent experience and 3-5 years of hands-on experience in technology, data analytics, and systems implementation.
Demonstrated experience and strong skills extracting data from multiple sources (e.g., SQL Server, Oracle, Access, hosted web services), joining and preparing the data with reporting and business intelligence tools (e.g. Crystal Reports, Tableau).
Advanced proficiency in Microsoft Office, with particular knowledge of Excel, Access, and PowerPoint.
Demonstrated analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
Demonstrated strong customer service skills.
Demonstrated work experience performing data analysis, requirements analysis, developing software, technical documentation, data maintenance, database security, system administration.

Experience with transportation dashboards with sustainability metrics.
Experience working with intelligent transportation systems (ITS).
