ORGANIZATIONAL UNIT The HR division consists of multiple program departments including: Benefits, Classification & Compensation; Employee Relations; Labor Relations, Staffing, Recruitment, Compliance, HRIS, HR Service Center, and Learning and Talent Development.
USF Human Resources is embarking on a multi-year transformation initiative focused on a Human Resources function that operates more efficiently and effectively, leveraging up-to-date tools and embracing technology to create greater value-add services and programs to the USF community whom we serve.
The Classification and Compensation section is responsible for the system-wide administration of the university's job analysis, classification, and salary administration programs. Conducts position analyses and position audits to ensure that jobs in the Administration and Staff salary plans are appropriately classified with respect to pay plan, job code and title, FLSA status, union eligibility, and other factors affecting employment. We are also responsible for developing pay policies, salary ranges, and administrative procedures for approving regular and special pay increases, conducting market pay surveys, analyzing the pay of benchmark positions, and conducting routine and specialized pay studies.
POSITION SUMMARY The Sr. Human Resources Analyst (Sr. Compensation and Classification Analyst) performs complex classification and compensation research and analysis and provides advanced consulting and analytical expertise to departmental administrators that ensure the design, implementation and administration of classification and compensation programs support business strategies. This role is required to develop and maintain effective partnerships within the organization to fully understand business needs.
Administer classification and compensation programs including: job analysis and evaluation, maintaining and enhancing salary grade infrastructure, lead large scale projects, develop policies and procedures and provides analyses and recommendations pertaining to all employee groups.
Conducts analyses and major projects to administer, develop, implement and evaluate the compensation and job classification policies, system capabilities and procedures that effectively support the compensation and HR philosophies of USF. Provides analysis of factors such as turnover, recruiting success, pay equity and range variance.
Conducts audits of the structure and compensation practices in organizational units and independently determines appropriate classification and compensation actions and requests, including more sensitive and difficult actions. Acts as a consultant to department administrators on broad classification and pay issues.
May serve as a team lead on broad compensation and classification projects and programs. Contributes to workforce recruitment and retention through administration of job evaluation, salary administration, including departmental salary equity reports, ongoing market comparative data, job descriptions, classification actions, internal equity analysis, salary recommendations, financial/statistical analysis and reporting, etc.
Conducts surveys, compiles data and participates in the development of market rates and pay ranges. Participates in the development of classification and pay systems for occupational groups
In conjunction with various stakeholders, assists in the development of integrated pay policies to ensure compliance with legal requirements associated with compensation and reward systems. Examine and evaluate existing compensation policies and procedures, recommending revisions that are cost effective and consistent with USF compensation standards
Audits pay practices to ensure compliance with federal and state legislation applicable to wage and hour laws and regulations and internal pay policies; thoroughly documents findings and recommends appropriate solutions for compliance. Responsible for compliance with all salary related federal, state and local laws.
Develops and delivers training on classification and compensation topics to the general university community. Develops and documents supporting processes and procedures.
Identifies and makes recommendations on process improvements.
Assist with any required communication and change management related to the administration of current plans or the revision or creation of new classification/compensation programs
Prepares and provides cost estimates for union negotiations and prospective pay increases/bonuses for employees in various pay plans
Performs other related work as required.
MINIMUM QUALIFICATIONS This position requires a Bachelor's degree and three years of professional compensation and classification experience; or a Master's degree in an area of specialization appropriate for the program and one year of compensation and classification experience.
Relevant certifications preferred (CCP, SPHR)
Advanced knowledge and skill using Excel as an analytical tool.
Experience with Peoplesoft HRIS
Significant experience (5+ years) in Compensation Administration and in progressively increasing levels of responsibility
Intermediate to advanced level experience using a Human Resources Information Systems (HRIS) including query systems
Computer proficiency (Microsoft Office programs including Word, PowerPoint, Excel, and Outlook
Adaptability to changes in the work environment, managing competing demands and dealing with frequent change, delays or unexpected events
Experience with continuous improvement methodologies and proven ability to make sustainable, high quality process improvements that maintain and enhance customer satisfaction.
Knowledge of current market practices, and trends in classification/job analysis. Ability to understand business issues and needs and implement classification and compensation solutions accordingly.
Project management, change management, facilitative and consulting skills enabling successful prioritization to juggle aggressive deadlines with competing priorities.
