This position provides business support to the Capital Planning and Project Management (CPPM) Management Team and assists in development and coordination activities and projects related to the mission of CPPM as well as system wide. This position carries a high degree of independent judgment and is expected to act on behalf of the AVP and Directors as appropriate in the areas of contract administration, consultant prequalification, project delivery services and communication and public relations.
CPPM’s role within the University is to plan and define capital development needs, design and specify project scope, accurately estimate capital funding and project costs, provide project management duties, and ultimately assume responsibility for, and accountability of, the fiscal management of all capital projects. CPPM’s efficiency in fulfilling its responsibilities and its effectiveness in supervising projects significantly impact both the efficiency and effectiveness with which other departments of the university community operate and the economic use of the University funds.
60% CONTRACT ADMINISTRATION • Write, process, and administer professional service agreements (architects, engineers, consultants). • Write, process, and administer project-specific consulting, Construction Manager and Design/Build agreements. • Write, process, and administer Notices to Proceed orders for other professional service agreements. • Manage master terms and conditions of A/E Consultant and Construction Agreements.
15% PROJECT DELIVERY SERVICES AND SUPPORT • Provide logistical, technical, and business support to Project Managers, Director of Project Delivery, Manager of Design and the Director of Planning. • Provide logistical, technical, and business support to Project Managers. • Provide oversight and technical support for procurement on a best value basis.
10% CONSULTANT PREQUALIFICATION PROGRAM • Manage professional consultant prequalification program. • Assist in determining prequalification criteria. • Evaluate prequalification submittals. • Administer contractor and consultant prequalification program during contract period.
10% COMMUNICATION • Respond to telephone, e-mail, and written inquiries about University projects. • Provide updated material to CPPM web site administrator. • Prepare CPPM monthly report to VP of University Services. Complete other monthly management reports, obtain input from Owners Representatives, and work with directors to gather and disseminate information.
5% DOCUMENT ADMINISTRATION • Update and maintain project-related documents • Attend Request for Proposal (RFP) meetings and follow-up as needed on changes to requirements and changes mandated as a result of those meetings.
Minimum Qualifications • Bachelor's degree in related field plus at least four years of experience or a combination of related education and work experience to equal eight years.
Preferred Qualifications • Excellent administrative and organizational skills. • Excellent analytical skills. • Advanced skill in the use of word processing, spreadsheets, graphics presentation and data software, with software for Windows (MS Office Suite – Word, Excel, PowerPoint and Access) preferred. • Experience working with confidential and sensitive information.
