Rutgers University Correctional Health Care (UCHC) is seeking a Project Manager to work within their Central Office in Trenton, New Jersey. The Project Manager has oversight of projects to maintain and expand the Prison E-medicine Network within the New Jersey Department of Corrections (DOC) and other networks that use telemedicine capabilities to increase access to specialty health care for inmates in the prison system in New Jersey.
Will oversee strategic planning and make recommendations to increase the services provided and help in establishing new services/features within the Prison E-medicine Network.
Is responsible for UCHC Information Services (IS) staff in the New Jersey Juvenile Justice Commission (JJC).
Exhibits strong interpersonal skills to provide help desk support and coordinate resolution of issues between the DOCIS group and Rutgers IS groups as well as any other IS groups for interoperability issues.
Leads and coordinates advisory groups for the visioning process for a telemedicine network within the prison system.
Identifies and implements evaluation tools to measure the successful delivery of services.
Tests, installs and supports hardware and software.
Assists with improving clinical and administrative workflow/processes to optimally utilize these advanced systems.
Works in close association with UBHC’s Director of Information Services, NJ DOC’s Director of Office of Information Technology, and the managers and health care providers of the clinical areas.
Supports the Chief Operating Officer for University Correctional Health Care in the implementation of joint ventures and affiliations and outreach for program development.
Minimum Education and Experience:
Six (6) years of related experience including a minimum of three years (3) experience in IT-related functions in health care.
Equivalent education, experience, and/or training may be substituted for the degree requirements.
Required Knowledge, Skills, and Abilities:
Experience developing programs from the start, including setting priorities, building staff and budget, and effectively evaluating opportunities.
Experience with client/server systems (hardware and system software), telecommunications (including phone, radio, cellular, and satellite communications technology), local-area and wide-area networking technology, and/or audio-video technology is highly desirable.
Direct experience with technology and applications relating to medical imaging and/or telemedicine.
Administrative and managerial experience. * Ability to exercise exemplary tact, diplomacy, and political sensitivity; position requires high-level interactions with internal and external partners.
Advanced writing and analytical skills that allow for interpretation of financial, databases and related management information.
Proven ability to transition on a daily basis between unrelated projects and to manage multiple short and long term projects.
Demonstrated independent decision-making and problem-solving skills.
Excellent organizational skills and the ability to develop a comprehensive strategic and implementation plan, including resource analysis, budget and timeline.
Strong negotiation, analytical and research skill to identify develop and evaluate data.
An ability to interact with diverse populations in a prison setting.
Master’s degree preferred in the Information Technology field.
Experience with Prison Health Care is desirable.
Physical Demands and Work Environment:
PHYSICALDEMANDS: Ability to type and use a computer to write reports, send correspondence, etc. Ability to read, write and speak or communicate in English to successfully accomplish the essential duties of the position. Ability to stand, walk, sit, use of hands to finger, handle or feel, reach with hands and arms, climb and balance, stoop. Kneels, crawl or crouch, talk and hear taste and smell. Ability to lift up to 40 lbs. Good vision, travel within the State is required and may need to work occasional evenings and weekends. Intermittent physical exertion when performing job activities.
WORKENVIRONMENT: Able to function in a stressful environment and relates well to the patient, security staff and health care team members. Most of the time will be working within a professional office environment outside of a secure care setting. Must be prepared to enter a crisis oriented, secure care environment where UCHC’s health care staff work with adult inmates and residents, some who have exhibited aggressive, threatening behavior. Incumbent must exhibit flexibility to work in a variety of settings. Entering and movement within the secure facilities will be controlled by Correctional Officers.
Must be approved by the Department of Corrections(DOC) and adhere to all DOC requirements. Employees will be subject to and must comply with all security regulations and procedures of NJ Department of Corrections and the assigned facility(ies) including, but not limited to sign in logs or electronic time clocks, searches of person and property, etc. Violations of NJ Department of Corrections and/or being banned by the Department of Corrections to work at a NJ Department of Corrections' facility are grounds for a disciplinary action and potential termination.

Possession of own vehicle or alternative means of transportation from one site to another.
