This position performs a variety of duties related to the operation of the Flight Training Program and Fixed Base Operation (FBO) such as coordinating program activities, supervising aircraft dispatchers/line technicians, processing documents and records within the Flight Training Management software; responding to routine inquiries concerning airport services and career information specific to the flight program; maintaining and monitoring established record keeping of flight schedules, producing forms, letters, record entries and other materials related to the Flight Training Program and FBO; answering phones and emails; and providing excellent customer service.
May perform any or all of the following duties in support of the department:
Flight Operations: - Coordinate and monitor program activities to determine consistency with program goals; - Exercise independent judgment in interpreting and applying rules and regulations. Independently advise students, staff, program participants and/or the public regarding program content, policies, procedures and activities; select/recommend alternative courses of action; - Check incoming student training records and documents for required information; - Respond to routine inquiries concerning airport services and procedures; - Make flight schedule adjustments and notify students and instructors of planned schedule changes; - Plan and develop both daily and monthly flight schedules that meet all flight training requirements with current resources available; - Interface daily with student financial services regarding student flight lab accounts; - Maintain and monitor established record keeping of both flight school and FBO, filing and database systems; - Reviews documents, records, or applications for completeness, accuracy, and compliance with rules; determines and explain action necessary to achieve compliance or approval; - Compose correspondence such as requests for documentation and responses to requests for information; devise, evaluate and revise forms for internal use; - Track Instructor/Staff pilot currency and notify Director of Flight Operations of any changes; - Prepares or assists in the preparation, compilation, and coordination of reports and records such as financial, payroll, labor distribution, equipment usage, purchasing, inventory, personnel, scheduling, registration, and testing; - Compiles and produces material such as financial statements, aircraft checklists, schedules, test materials, flight progress reports, and technical and statistical reports requiring specialized knowledge and judgment in selection and treatment of data and format; prepares, tables, charts and graphs as required; - Monitor and process spending requests within the flight program; - Serve as the primary point of contact for customer service and relations; - Following established guidelines, explain and apply knowledge of department and airport administrative policies and procedures and explain rules, policies and operating procedures to clients; - Follows established County and Airport Emergency procedures; - Extract and compile statistical data from forms and letters; - Coordinate with other departmental staff members on administrative practices and procedures; - Provide support to students and staff in accordance with TSA and FAA guidelines in all courses of flight training; - Prepares and maintains pilot student training records according to FAA standards and tracks departmental pilot currency requirements, provides training and certification requirements to program students; - Interfaces with alumni and Airlines regarding FAA restricted ATP application; - Facilitates the daily operational department flight schedule to maximize aircraft utilization; - Coordinates with Flight Training Maintenance department and builds a schedule for aircraft maintenance, which maximizes aircraft utilization; - Assists program Chief Flight Instructor and lead Instructors in record keeping of FAA training records, implementing random drug screening program, and compiling monthly VA student training needs; scheduling student progress review boards and drafting related program correspondence.
Supervisor Duties - Actively engages in recruitment and hiring new employees. - Clearly defines performance expectations, ensure accountability, and provides ongoing informal feedback, coaching, and mentoring. Conducts formal performance evaluations. - Ensures employees have necessary resources. - Oversees and directs the work of staff; serves as mentor, coach and leader, and resolves complaints or issues. - Promotes professional development opportunities. - Develops and fosters supportive working relationships, motivation and engagement. - Develop staff work schedules and coordinate staffing demands for operational tempo; - Resolves problems and responds to inquiries regarding rules, regulations, policies, department procedures, and department services; answers telephone; receive and refers visitors - Recognizes and rewards employees for good performance; - Report all Safety issues and occurrences to Director of Flight Training and CWU Aviation Safety Officer - Adjusts leadership style as needed to achieve results; - Values and encourages diverse perspectives, creativity and teamwork; - Recognizes value of and promotes diverse workforce.
Fixed Base Operation (FBO) Support: - Oversee day-to-day operation of the program; Coordinate scheduling with FAA for Flight School and maintenance shop conformity inspections; - Communicate with airport manager and County on filing Notice to Airmans (NOTAMS) and ensuring airport closure during required times; - Exercise discretion regarding written or telephone communications; - Monitor FBO budget status in line with program activities; maintain program budgets, make purchases, process requisitions and deposit funds; - Facilitate rental car reservations for incoming pilots and crew; - Communicate with aircrew on FBO radio service needs related information, (fuel, parking, ground help); - Responsible for airport hospitality and customer service at the local airport; - Manage FBO website to include fuel pricing and services available to pilots; - Coordinate services, catering, and lodging for arriving aircraft and crew; - Monitor airport facilities for professional appearance and coordinates upkeep. - Oversee and maintain the eMarket payment website for FBO for credit card transactions and items sold; - Order and manage necessary stock for FBO pilot store; - Review and verify fiscal reports for accuracy; investigates and corrects errors to ensure compliance with established procedures and policies; uses basic arithmetic to perform computations; - Facilitate and monitor Maintenance consumable accounts and assist with requisitions of aircraft parts.
Marketing: - Coordinate staffing for outreach and marketing events for the FBO; - Coordinate flight department tours for prospective new students and parents. - Manage website

Experience in office management practices including maintenance of department records (paper and electronic); business management practices, communication and correspondence practices, etc.)
Experience or training that demonstrates the ability to use Word, Excel, PowerPoint, e-mail and/or similar software applications to produce written correspondence, create and maintain spreadsheets, receive and respond to e-mail inquiries, tasks, etc.
Ability to effectively organize multiple work assignments, involve competing priorities to produce work products that are accurate, of a high quality and meet deadlines.

General fiscal experience, training and/or education that demonstrates the ability to monitor FBO budget data and provide related reports.
Airport hospitality customer service and aviation scheduling experience.

Pay,Benefits, & Work Schedule
Salary: $2914/month with periodic increases up to $3795/month
Working Conditions: Majority of work is performed in an indoor office setting with frequent in-person interactions with the public, student, staff and/or agencies related to the local airport. It is essential to be able to remain at a desk/computer work station for prolonged periods of time, perform extensive data entry and other computer-related tasks and update. Additionally, work is performed outside on tarmack or on local airport site. Some evening or weekend work and/or occasional travel may be required. Employee may be required to work at any location on the CWU campus to which they are assigned. Occasional weekend or evening work.
