The Senior Contracts Specialist will identify contracting opportunities, conduct solicitations and execute and manage the resulting contracts. The position serves as an institutional purchasing authority, identifying emerging issues and trends in various commodity areas. The position assures compliance with federal, state and University requirements while meeting the business needs of customers and suppliers.
Reporting to the Manager of Procurement Services, the Senior Contracts Specialist will contribute to the Procurement Services Culture of Service, focusing on delivering value for others inside and outside the organization and across the University through customer service, operational effectiveness and employee satisfaction.
Job Description: Manage Contracts:
Create contract management plans. Serve as liaison with other buying staff, the customer and the supplier to ensure a seamless procure to pay process. Regularly review contract spend analytics and communicate with supplier and customers. At contract end, review and implement extension options as appropriate.
Develop an interactive relationship with key suppliers. Identify metrics for evaluation and develop scorecard or rating system. Conduct biannual performance reviews with suppliers.
Conduct solicitations and negotiate contracts in the best interest of the University, applying an understanding of the fundamentals of contract law, the elements of a contract, contracting authority and working with counsel. Identify, assess and mitigate risks for the University.
Utilize reporting tools to manipulate data for analysis. Identify opportunities for creating contracts that will increase the University's contract-covered spend.
Develop and Maintain Commodity Expertise
Conduct ongoing research to maintain knowledge of emerging market trends and current technical knowledge of commodities.
Develop and Maintain Positive Department Support Relationships
Manage relationships with customers. Partner with departments to promote utilization of established contracts and efficient use of procurement systems. Work collaboratively with customers to maximize contract benefits and address any issues promptly.
LEAN and department activities.
Participate in or lead internal or cross-departmental continuous improvement projects utilizing LEAN methodology and tools. Contribute to all assigned project teams.
Demonstrate proficient use of Ariba procurement systems and assist customers and suppliers to utilize systems efficiently.

Minimum of four years of progressively responsible experience in purchasing and contracting management. Equivalent combination of education and experience may substitute for the stated requirements.
A track record of successfully managing multiple procurement projects and delivering projects on schedule. Ability to develop and track procurement project schedules ;
Excellent written and verbal communication skills for a variety of audiences. Ability to lead meetings, give presentations; work with facts and be able to tell a story with numbers;
Demonstrated success in building and sustaining positive customer and other relationships
Commitment to working within an organizational framework of continuous process improvement;
Proficiency with Microsoft Office Suite
Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements such as license/certification/registration.
Experience in public higher education, especially in a research or information technology setting.
Certified Purchasing Manager (C.P.M.) or Certified Public Purchasing Officer (CPPO) certifications
