Harvard Library seeks a dynamic, imaginative, and collaborative leader to guide and evolve Harvard Library's management of electronic resources. Applying their solid record of leadership and vision across Harvard's vast online collections, the Electronic Resources Strategist and Head, Electronic Resources (Head) will guide the development of a unified strategy, best practices, and workflows for managing fee-based and open access electronic resources that encompasses all library components of the online content ecosystem: collection development, technical services, and scholarly communication.
The Head will have a strong understanding of, and familiarity with, the operational components of managing electronic collections that s/he will apply to their primary work of partnering with colleagues in envisioning and implementing strategic and innovative electronic resources management.
Leadership and Advocacy: In close collaboration with collection development and scholarly resources leadership at Harvard, and with Harvard Library's strategic partners in Ivy Plus Libraries and beyond, the Head creates and recommends best practices for successful license and access negotiation strategy, resource purchasing models, resource sharing, resource analysis and assessment, long-term preservation, usage data analysis, and implements sustainable workflows and staffing models that support these activities. S/he advocates for adapting how such content may be used to support users' evolving research and scholarship needs.
Teamwork: A member of the Information and Technical Services (ITS) Senior Leadership Team, the Head works across domains to leverage the synergies between collection development, scholarly communication, and electronic resources.
Operations: This leader will guide a team of 9 staff in support of electronic resources management for the Harvard Library. S/he applies knowledge of current issues and trends in e-resource licensing, copyright, content, acquisitions, and the publishing industry to their co-development of strategic directions for electronic resources management.

DUTIES AND RESPONSIBILITIES
In consultation with the Director of Collections Strategies, set the strategic direction for electronic resources management, applying knowledge of current issues and trends in electronic resource licensing, copyright, open access, acquisition, and the publishing industry.
Provide direct leadership, guidance, and administrative oversight for the Electronic Resources Unit; oversee hiring, supervision, as well as training and professional development of Electronic Resources staff; establish performance expectations and guidelines for staff.
Foster a creative and innovative approach to the implementation of strategic change in an environment that strives for continuous improvement and encourages a flexible work force to innovate and test ideas inside and outside of their standard roles.
Model the unit's "Can Do" approach to work in an environment that promotes accountability, high performance, staff engagement, and diversity through a sense of purpose and spirit of cooperation.

Set standards of excellence that inspire, motivate, and grow the staff's talents and skills.
As an active participant in the ITS Senior Leadership Team, help develop and support the strategic direction for technical services functions, including staff development opportunities that ensure alignment between services and the Library's user community needs as well as planning annual and multi-year projects across the library system, securing support from constituents and stakeholders.
In coordination with collection development and research colleagues, develop, implement and enforce forward-thinking best practices for purchasing with regard to access rights, service models, pricing, and long-term preservation of e-content within Harvard's technical environment and organizational infrastructure.
Oversee the development, evolution, and maintenance of best practices and guidelines for standard license terms that encompass all aspects of electronic resource use (e.g. price, renewal rate, content use, text and data mining, etc.), including the development of a renegotiation cycle.
Working with the two E-Resource Licensing Specialists, manage negotiations for licensed resources including developing strategies to support a strong bargaining position for the Harvard Library, taking the lead negotiator role for complex, multi-party licensed resources.
Consult and work closely with the Office of General Counsel (OGC) to address contractual risk for Harvard and on complex contract issues, acting as a liaison between the Library and the OGC for these issues.
Collaborate with Harvard leadership on new initiatives related to open access and alumni access.
Support a robust program to gather and analyze meaningful usage data and other analytics in collaboration with the Assessment Librarian and selectors.
Participate in infrastructure development to support research data, licensed data mining, and text mining.
Engage in peer and stakeholder outreach to promote best practice at Harvard and beyond.
Keyboarding for at least 6 hours a day may be required.

MLS or equivalent education or related work experience
Six to eight years of experience in an academic library setting
Four to six years of supervisory experience and prior program management for staff required
Three to four years of solid, recent experience with mediation and license negotiation either from within a library or an academic publisher setting
Proven record of developing and leading negotiations with content providers that achieved desired outcomes
Evidence of professional mediation training highly desirable
Collection development and scholarly resource experience highly desirable
J.D. from an ABA-accredited law school desirable
Substantive experience in the electronic resources area including current knowledge of trends and developments in the field as well as advanced knowledge of electronic resource licensing, copyright, acquisition, and the publishing industry, both commercial and open access
Demonstrated experience of successful staff development and accountability
Demonstrated ability to establish priorities, set performance expectations, achieve goals, and direct work in a high-production setting
