The Institute for Health Metrics and Evaluation (IHME) is an independent research center at the University of Washington. Its mission is to monitor global health conditions and health systems, as well as to evaluate interventions, initiatives, and reforms. IHME carries out a range of projects within different research areas including the Global Burden of Diseases, Injuries, and Risk Factors; Forecasting; Costs and Cost Effectiveness; Geospatial Analysis; Resource Tracking; and Impact Evaluations. The aim is to provide policymakers, donors, and researchers with the highest-quality quantitative evidence base to make decisions that achieve better health.
IHME has an outstanding opportunity for a Technical Project Coordinator. The main purpose of this position is to facilitate and manage activities related to strategic planning for the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) Prospective Country Evaluations. The Prospective Country Evaluation (PCE) provides an opportunity to examine critical processes, outputs, outcomes, and ultimately the impact of GFATM investments through a comprehensive country-level lens using a diverse array of data and methodologies. The IHME/PATH Global Evaluation Partnership (GEP) is working with Country Evaluation Partners (CEPs) in three countries Democratic Republic of the Congo, Guatemala, and Uganda for this study.
The Technical Project Coordinator must navigate multiple teams and complex project logistics while focused on key details of the data, a website, and code development to facilitate effective coordination between different teams in order to achieve deadlines. He/she must develop an understanding of the interdependencies among key analytic components. The individual will need to monitor and assess adherence to data and code protocols, track progress against deadlines, and help resolve roadblocks. He/she facilitates strong communication among teams, schedules and orchestrates meetings, and manages action item lists that result from them. The individual will focus both on facilitating novel model development and facilitating research to inform disease- and intervention-specific parameters for malaria. He/she must be able to communicate well with individuals from a variety of backgrounds, cultures, and knowledge bases. Most important, the Technical Project Coordinator must carry out his/her responsibilities with a high degree of accuracy, timeliness, and awareness to help flag priorities and potential problems in order to find solutions that keep the project progressing on tight timelines. This position will work alongside other staff on complementary projects and will require knowledge and skill sharing and collective problem-solving. Overall, the Technical Project Coordinator will be a critical member of an agile, dynamic research team. This position is contingent on project funding availability.
Become familiar with substantive areas of expertise to understand the dimensions and uses of health data in complex multidisciplinary analyses.
Develop a command of the intellectual material and key analytic concepts that relate to the projects the individual must facilitate. Individual is expected to develop an astute understanding of the material presented in journal articles, policy reports, and presentations that result from the projects on which they work.
Understand fully evaluation objectives, survey items and structure, and the purpose each serves in addressing study needs in order to instruct others and make modifications to improve quality.
Work directly with researchers to explain and modify data collection and data collation and to best serve the needs of the evolving evaluation.
Supervise the work of Data Analysts to include: hire, train, complete performance evaluations, and make recommendations for disciplinary action as needed.
Provide guidance to Data Analysts in the development of coding skills, including auditing of code and oversight in writing and reading coding, to ensure high-quality data.
Manage overall workflow of team in close collaboration with supervisor, Principal Investigator, and senior staff on the project. Develop work-plan timeline and task assignments.
Formulate effective strategies for motivating research teams and helping to ensure high achievement among all individuals on them.
Project management project coordination and implementation
Expertly carry out communications, relationship building, and project management with faculty and senior leaders from governmental, non-profit, research, academic, and service delivery organizations in order to attain project goals and facilitate productive collaboration.
Act as a liaison with external research collaborators to schedule and facilitate calls/meetings, plan travel, and troubleshoot data problems or other project bottlenecks.
Facilitate the creation of study materials including study protocols, training materials, and other related primary data collection materials using existing resources and guidelines.
Design and implement data quality management protocols, identify problems with survey data, rectify issues, and systematize data quality methods to ensure high-quality analyses.
Work directly with IHME faculty and staff to oversee the enhancement of data collection instruments or project tools/guides to ensure consistency and quality to explain and modify surveys and databases to best serve the needs of evolving data collection.
Assist in the cognitive testing of surveys during the development stage and provide oversight during the creation and adaptation of data collection instruments.
Deploy technical survey and data expertise in international and multilinguistic settings for data collection under the occasional oversight of governmental and other stakeholders.
Assist in the training of in-country data collection partners on the use of survey software and data management.
Coordinate data cleaning, data verification, and data sharing in order for data and results to be shared with relevant stakeholders.
Publications and Data Requests
Support in the coordination and submission of manuscripts for publication. Provide referencing support for publications and presentations.
Perform systematic searches for data from literature, surveys, censuses, administrative records, budget reports, and other relevant sources.
Execute queries on databases to respond to the needs of senior researchers and external requests from collaborators, media, policymakers, donors, and other stakeholders.
Manage events including research conferences, training workshops, and dissemination events, including logistical support and materials creation.
Interpret financial reports and participate in the budgeting process and management of contracts with external partners.
Communicate clearly and effectively while contributing as a productive member of both the project team and the Research Management Team. Work closely with other team members to help them with relevant tasks, guide them in the development of new skills, and help resolve emerging problems on different projects. Attend relevant meetings, adhere to deadlines, and participate in collectively advancing team-level objectives.
Perform additional duties as assigned that fall within the reasonable scope of this position as member of the Research Management Team.
Travel, as needed, to attend external meetings, build capacity, and further strengthen research collaborations.

Bachelor's degree in social sciences, sciences, mathematics, engineering, or related field plus two years' experience, or equivalent combination of education and experience.
Proficiency in French in a business setting.
Must exhibit strong desire and ability to learn new intellectual content across different disciplines in a timely fashion.
Demonstrated success working with data and implementing code.
Demonstrated facility with analytic tasks and ability to participate productively in interdisciplinary research teams.
Strong quantitative aptitude, desire to learn new skills and information, and ability to interpret complex analytic quantitative information.
Strong sense of focus and attention to detail.
Interest in global health research.
Demonstrated organizational skills, self-motivation, flexibility, strong communication skills, and the ability to thrive in a fast-paced, energetic, highly creative, entrepreneurial environment.
Strong oral and written communication skills and relationship management skills are critical.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
CONDITIONS OF EMPLOYMENT
Appointment to this position is contingent upon obtaining satisfactory results from a criminal background check.
Weekend and evening work sometimes required. Early morning Skype/phone calls are scheduled on a weekly basis with partners in Uganda and Democratic Republic of the Congo.
Occasional travel, roughly 3 weeks/year.
