Capital Planning & Development has an outstanding opportunity for a Director, Strategic Sourcing. This position's primary responsibilities are to optimize project performance and increase the value of spending by CPD. This position should increase achievement of the University's business equity goals and improve vendor access to business opportunities. It is responsible for accurately interpreting and applying state laws, regulations and University policies and procedures in a variety of delivery methods to ensure compliance with a goal to limit the University's financial, operational and audit liabilities and risks.
The Director of Strategic Sourcing will work with staff and data to develop, update and review a spend analysis. Through market research and based on internal analysis, active vendor lists will be developed to leverage CPD's and the University's consolidated purchasing power. This position negotiates, directs the management and functions of term contracts and is responsible for coordination and management of competitive solicitations for all types of contracts.
Analysis of key components of the necessary procurement needs of the organization in alignment with best practices for procurement is key. Development of standards and best practices will need to be developed, trained and maintained as the campus needs/markets change. This position is a key part of the CPD leadership team in maximizing value to the University. Leadership in achieving business equity goals is a must.

This position will be key to the success of reducing costs by recognizing the buying power of the UW program in alignment of these priorities. This position will serve as CPD's ethics officer.
DUTIES AND RESPONSIBILITIES:
The Director of Strategic Sourcing is responsible for providing overall management of strategic and tactical direction for the CPD procurement program, including content of the vendor contracts, solicitation, procurement, and risk analysis. Providing strategic advice and direction to CPD's senior management, project managers, account managers, leasing managers, and others to ensure that CPD's procurement and contracting needs are met effectively and are in compliance with applicable state and federal statutes and regulations, and provide the best value to the University.
25%: Propose, develop, and refine alternative and creative procurement and contracting methodologies that are in the best interest of the University. Procurement needs include, but are not limited to the following: public works construction services, architectural and engineering services, consulting services, personal services, purchase of goods and materials, gift in place agreements, emergency declarations and intergovernmental agreements.
20%: Working collaboratively, assist in the creation of procurement plans for major and special projects to ensure the University's goals are met and value is maximized. These goals include sustainability, business equity, and local hiring.
20%: Develop, maintain, and modify as appropriate standardized solicitations, bidding documents, and procedures to ensure a transparent, open and fair selection process, and ensure that the University obtains goods and services at competitive prices from responsible contractors and consultants. Review, modify and maintain up-to-date and internally consistent contracts that meet CPD's business needs and protect its interests. Where appropriate, coordinate such efforts with the Office of the Attorney General, the State Department of General Administration and other state universities/governing bodies. Advise on the drafting of contracts, amendments, change orders and additional service authorizations as necessary or requested.
20%: Critically analyze CPD's spending and use this information to ensure the department makes smart business decisions. This position will enable CPD and the University to better address procurement needs and efficiently manage spending, market position, market knowledge and capabilities in contract terms and conditions. It will help ensure that CPD and the University buy smarter, eliminate redundancies, increase efficiency, and deliver more value. It will identify core areas of spend and leverage best practices to provide acquisition and supply management solutions.
15% Other duties:
Lead the creation and implementation of change management strategies related to shifting the culture to a more strategic approach.
Assist project managers in analysis of proposed costs for reasonableness and compliance with the University's standards on rates, overhead, and reimbursable expenses. Assist in negotiating and developing scopes of work and contract amounts as requested. In addition, this position is responsible to develop, maintain, update, and interpret the University's policies and procedures related to procurement and contracting that meet the needs of CPD project staff and create and maintain CPD Best Practices in Contracting.
Analyze and monitor proposed legislation for impacts on the University; serve on state-wide and industry-wide committees addressing public works, strategic sourcing, and consultant contracting, and project and construction management issues which may lead to the introduction of proposals to change Washington law and to develop improvements to CPD's contracting and sourcing practices and to protect the University's interests.
Experience administering procurement practices associated with large capital construction programs.
Knowledge of the State of Washington public works contracting regulations, competitive solicitation/bidding requirements; software modules that can facilitate and standardize procurement, enterprise resource planning, supply chain management, knowledge of eProcurement and Procurement Card and Purchasing and Accounting System (PAS), or similar systems.
Supervises Assistant Director of Business Diversity
Master's degree in Business, Public Administration, Management, Marketing, Procurement, Contracts or related field.
Ten years of relevant experience to include five years of experience supervising staff and contracts operation and strategic sourcing.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
