Job Summary: The External Relations Officer (ERO) cultivates relationships, directs activity and, as appropriate, represents Caltech with federal, state, regional and local government officials and agencies. With the Vice President, the ERO is responsible for collaborating with a consulting firm in Washington, DC and coordinating advocacy activities on behalf of the campus and JPL. In addition, the ERO supports the Vice President for Strategy Implementation and/or the President on all assigned matters.
Job Duties: Reports to and is responsive to the Vice President for Strategy Implementation, while also holding regular meetings and interactions with the President on governmental and political matters affecting campus and JPL. Works in close partnership with JPL counterpart and colleagues on lab to ensure fluid and fully integrated functioning between the offices. Manages the long-term campus master planning, which will necessitate familiarity with detailed local approval processes, and understanding of environmental review steps. Maintains an always current awareness of civic activity at all levels of government that is pertinent to Caltechs comprehensive interests and recommends courses of action in anticipation of or in response to such governmental activity. Serves as a primary point of contact for federal, state, regional and local government officials and agencies seeking information from or about Caltech. Supports the Vice President for Strategy Implementation and the President in developing and implementing strategies that address policy and operational issues with political and legislative implications for Caltech. Using professional skill and unfailing discretion, evaluates new internal and external opportunities and issues within parameters established by the Vice President for Strategy Implementation and the President. Interacts with local, regional, and state appointed and elected officials, cultivating effective relationships and productive communications on behalf of campus and JPL. Interacts with and develops effective relationships with private sector individuals and organizations, and private citizens with whom Caltech has a committed or prospective interest. With the Vice President, manages the consulting contract with a firm in Washington, DC, collaborates with them in their efforts to present briefings to campus- and JPL-based constituencies, and establishes relationships with senior-level appointed and elected officials, and their staff and at the federal level whose activity may affect campus and JPL. Represents Caltech or acts as its liaison in a variety of national, state, regional and local organizations whose activities include government relations: e.g., AAU-Council on Federal Relations (CFR), Association of Independent California Colleges and Universities (AICCU), California Research University Network (CRUN); Clean Tech LA, Pasadena: City of Learning, etc. Provides guidance and advice to trustees, officers, faculty, and staff who have interests in and contracts with government officials on behalf of Caltech, supporting these individuals as needed in the course of such activity. Together with the President and Vice President for Strategy Implementation, cultivates trustees who may be approached to be advocates for campus and JPL. Consults regularly with division chairs about the Institutes priorities with regard to governmental funding and regulatory policies. Maintains proactive and constructive communication with the academic and administrative units of the Institute on matters with political and legislative implications for Caltech. Maintains an effective and collaborative relationship with the legislative affairs function at JPL. Monitors, updates, and files lobbying registration reports to appropriate governmental bodies. Attends to international engagement opportunities as they arise; this includes but is not limited to Institute-wide collaborations, hosting international dignitaries and delegations and representing campus and JPL at international events and gatherings as is appropriate. Serves as a member of the Institute Administrative Council. Performs other duties as assigned by the Vice President for Strategy Implementation and the President.
Basic Qualifications: Bachelors degree in a related field. At least ten years of related work experience. Proven ability to identify critical issues and to lead an idea or project from conception to execution. Strong organizational skills and demonstrated capacity to develop and implement practical plans for identified tasks. Proven ability to assimilate information gathered through research and consultations and to apply that information. Superior critical thinking skills, including the capacity to identify and appropriately assess and order competing interests and priorities. Proven track record in managing competing priorities and to work effectively under pressure when facing extremely short deadlines. Exceptional writing, analytical and organizational skills, and the ability to convey complex concepts in a clear, concise and logical manner. Familiarity with a diversity of sources in the higher education and national laboratory sectors. Good judgment, discretion, tact and the ability to work easily with senior leaders across campus, JPL and partner institutions. Ability to partner well with colleagues both in and outside of the organization. Ability to work independently and to undertake supervisory responsibilities as needed. Excellent diplomacy skills and ability to converse easily, with courtesy and clarity, with all members of the Caltech community and beyond. Ability to handle sensitive and confidential situations and information with absolute discretion required. Flexibility and adaptability to shifting priorities required. Ability to work as a collaborative, conscientious and dependable staff member required. Proficiency with Microsoft Word, Excel, PowerPoint or comparable software required. Willingness to learn new systems as needs arise required. High attention to detail required. Ability to travel to campus and/or non-campus locations for Institute business required.
Masters degree in related field. Ability to navigate databases and analysis software. Experience working in higher education; familiarity with the Institute, its administrative structure and culture.
