The Budget Administrator reports to the Senior Academic Finance Manager and serves as the primary budget administrator for multiple assigned academic units as a member of the budget team.
- Serves as primary budget manager to the assigned academic units. - Serve as the primary liaison with all departmental fiscal staff in their assigned academic units, providing guidance on budget, reconciliations, reports, and accounting issues. - Provides RCM Analytics, College/Departmental analysis, forecasting and "what if" analysis for business plan support as well as revenue enhancement analysis. - Maintains close working relationships with the Senior Academic Finance Manager, VP of Business and Financial Affairs, and other university financial, budget, and administrative personnel. - Assists in developing financial procedure and policy guidelines across organizational units for the academic units. Participates in the development of university procedures relating to accounting, auditing and budgeting. - Provide timely and accurate fiscal information. - Prepare a variety of periodic and ad-hoc financial reports for financial management and budget monitoring purposes. - Retrieve and summarize financial information using the PeopleSoft and Hyperion systems. - Translate complex financial information into understandable formats and language for many constituencies. - Prepare financial reports, as required, in compliance with GAAP and internal/state auditing requirements. - Develop and manage special financial projects as assigned. - Reviews and prepares journals and budget entries after analyzing complex financial data.
Assists the assigned academic units and the Senior Academic Finance Manager with: - Budget development, forecasting, monitoring, maintenance and reconciliation in all departments within the assigned academic units/ divisions to include: - Position control - Compliance with financial policies and procedures. - Revenue and expenditure forecasting and spending projections/plans. - Business plan development. - Interpretation of financial reports. - Account reconciliations. - Other financial matters as needed. - Auditing financial records. - Maintaining efficient accounting systems. - Reviewing compliance with financial policies and procedures. - Review, authorize and/or recommend approval of expenditures. - Assists with dissemination of information related to Responsibility Centered Management and Activities-Based Budgeting. - Participates in development of university procedures relating to accounting, and budgeting. - Attends division/department meetings as necessary. - Serves as a member of university committees or project teams as assigned. - At the request of the Vice President of Business and Financial Affairs and/or the Senior Academic Finance Manager, provide support and assistance for university financial projects and participate in the development of university procedures relating to accounting, auditing, and budgeting. - Other duties as assigned
Bachelor's Degree in Accounting, Finance or closely related field and five years applicable experience
Experience or education in governmental or private sector accounting.
Demonstrated excellent analytical and presentation skills, including effective presentation of financial reports and proposals.
Demonstrated proficiency in the use of Microsoft Office software (Excel, Word, PowerPoint, and Access) and enterprise database systems.
Demonstrated excellent written and oral communication skills.
Demonstrated evidence of superior interpersonal skills.
OR any combination of education and experience which clearly demonstrates the ability to perform the essential functions of the job.
Experience in higher education relating to accounting, budgeting/planning, financial reporting, and compensation management.
Experience with Responsibility Centered Management and Activities-Based Budgeting.
A Master's degree in a financial related field.
Experience developing business plans for revenue generation proposals.
Experience preparing financial statements in accordance with GAAP.
Experience retrieving data from enterprise database systems using SQL (structured query language).
Experience with PeopleSoft enterprise systems.

Working Conditions: Work is performed in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer work station for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required.
