The Principal Database Administrator is the chief data architect responsible for supporting the underlying data infrastructure for all Academic Health Center (AHC) applications and systems. These systems support the clinical services, administrative services, and research environment of the AHC. Much of this data is patient-related, requiring advanced knowledge in data security and redundancy. Most of these applications are “24/ 7”, mission critical services, tolerating little or no downtime. The individual will be required to formulate, design, and establish database environments that are redundant, fault tolerant, and provide failover backup capabilities.
Responsibilities • Lead and facilitate the various AHC-IS technical teams in the design of application and data infrastructure solutions. • Conceptualize and implement long-term database environments for the AHC that will be cross-functional between the health science colleges and the University enterprise applications. • Serve in a consultative role to define both University-level and multi-collegiate data growth projections. Responsible for defining requirements, capabilities, and constraints of the data environments to ensure optimum long-term functionality and operation. • Principal person in charge of supporting data environments for the AHC colleges. Examples of these data environments include: o School of Dentistry clinical systems & radiology data services o Veterinary Medicine hospital system & radiology data services o Fairview / UM Physicians research data repositories o AHC clinical trials management systems & related applications • Accountable for data systems performance and optimization, including AHC-wide application process structuring, process scheduling, and scaling analysis. • Develop and implement strategies that provide system and database redundancy and backup. Ensure these strategies can be in compliance with HIPAA, FISMA, and FERPA regulations and aligned with industry standards. • Conduct the analysis to define the complex process and systems interactions necessary to ensure security, safety, recoverability, and access to University data and applications. • Analyze an array of evolving data requirements and services; create a technical environment that will address the multiple nuisances and challenges that coincide with such a complex environment. • Direct all endeavors that support database and server configurations across the multiple systems spanning the AHC colleges. • Be engaged within outside technical organizations as well as within the University, discovering and understanding emerging data technologies and services, integrating those services into the AHC technical environment as needs arise.
Required Qualifications • Bachelor's degree in Computer Science, Health Informatics and five years of data management experience, or a non-related bachelors degree and seven years of data management experience, or 9 years of equivalent education and experience in technology related field. • Advanced experience managing Oracle database environments and related Oracle services.
Selection Criteria/Preferred Qualifications • Extensive experience (six years) in the design and maintenance of Oracle database systems and services. • Demonstrational proficiency with multiple scripting languages used to manage or manipulate complex data environments. • Proficiency in designing run-streams that facilitate automation of data processing routines and maintenance operations. • Seasoned in the ability to identify and isolate database inefficiency complications. Skilled in the ability to refine and adjust data infrastructures for maximum performance and response times. • Possess the understanding and experience to strategize, design, and implement an AHC-wide data warehouse environment that secures critical data, yet allows functional access to the AHC community. • Fluency with enterprise level MySQL RDBMS support in addition to Oracle Enterprise functionality. • Practiced in design, integration, and oversight of “Cloud Services” solutions and orchestrating those solutions with the on premise AHC Oracle environments. • Superior communication skills (both verbal and written) and superior human relation skills. Must have past experience working with all levels of management and data users. • Previous experience in higher education is highly desired.
