As a PBCA Compliance/Occupancy Specialist II, you will be responsible for conducting on-site management occupancy review (MOR) audits of tenant files and owner policies to ensure compliance is maintained in accordance with federal regulations, HUD guidance and the HAP Contract. You will also be responsible to back up the PBCA Compliance/Occupancy Specialist I position by conducting report writing and MOR closures on an as needed basis. You will ensure internal and external quality standards are being met by communicating any problems and possible solutions with management.
Education: Bachelor’s degree in business, public administration, accounting, communications, or any other related field.*
Experience: Must have five (5) to seven (7) years relevant work experience in affordable and/or public housing, and at least two (2) years working directly (face-to-face) with diverse customers; and composing detailed content of professional documents, letters, memos and reports.*

Additional Position Requirements:
Must be able to participate in up to 65% regional travel as well as overnight travel including some out of state.
Must possess a valid driver’s license, be insurable under BHA’s auto insurance policy, and be able to drive several hours per day.
A Multifamily Housing Occupancy certification or similar certification is required prior to performing position duties.
Must pass a background check indicative to the position requirements.
Technical Requirements for Telecommuting:
The employee provides phone/phone services, and adequate Internet connectivity such as broadband cable internet connection
The employee also provides a designated office space within the employee’s home, along with desk, chair, and personal office supplies.
We supply Computer, 2 monitors, Keyboard, Mouse, UPS (uninterrupted power supply), and remote access to the BHA environment.
Initial training will be held at our headquarters in Bremerton, WA
Minimum Required Key Competencies:
PBCA Technical - Must have in-depth working knowledge and terminology of Project-Based Section 8 housing programs and applicable federal, state and local laws within the first six months in the position. Must be able to understand, interpret and implement policies, procedures, regulations and other legal documents and the ability to assist in the development and ongoing maintenance of compliance programs, policies and procedures.
Written Communication - Must be able to write reports with accuracy and detail with intermediate to advanced writing skills.
Oral Communication – Must have the ability to verbally communicate and to listen actively. Must establish and maintain a courteous, tactful, and compassionate composure and maintain positive and effective working relationships with diverse groups including Housing Authority employees, property Owners and Agents. Must be able to maintain professionalism in stressful situations.
Accounting - Must have knowledge of standard accounting concepts, practices, and procedures.
Software - Must be competent with Microsoft Office products including of a variety of data processing and spreadsheet software as well as web browsers and basic office machinery.
Decision Making – Must display a willingness to make decisions with little or no oversight. Must exhibit sound and accurate judgment; support and explain reasoning for decisions; include appropriate persons in the decision making process; make timely decisions and have the ability to analyze complex issues/problems and recommend solutions. Must be able to retain a high volume of knowledge and accurately interpret and apply program information in making decisions and providing information to others.
Workload - Must be capable of planning and implementing procedures for reviewing, analyzing, rating, and reporting. Must be able to manage one’s own time by outlining, organizing and establishing priorities for a high volume of work with meticulous attention to detailed and within time restraints while in the face of complex guidelines, changes, obstacles or unexpected events.
Confidentiality – Must be able to maintain confidentiality of all project, owner, financial, resident profiles, personal data, and all information gathered on behalf of the agency which is not otherwise available to the general public.
Minimum Required Physical Demands and Working Conditions:
The employee in this position is primarily driving a vehicle to various locations; working on location at various multi-family properties; or telecommuting out of their home office. The employee conducts MOR’s on-site at various multi-family properties where stair climbing, reaching, squatting, and other physical requirements may be needed to review the property. Hearing and speaking is necessary to communicate with on-site owners and agents. Hand-eye coordination is necessary to operate various pieces of office equipment such as lap tops and cell phones and is also necessary for driving to the various work sites. The employee may occasionally need to lift and carry up to 20 lbs. While telecommuting in their home office, they primarily sit at a desk, but have the opportunity to move about at will. The work environment is fast-paced, high volume, deadline driven, and very detail oriented.

The primary responsibility of CMS is to provide oversight of multifamily housing properties. MORs are performed by the Occupancy Compliance Team who evaluates the Owner/Agent’s operating policies, procedures and documentation related to compliance with the HAP Contract as dictated in the regulations, handbooks, notices and guidance issued by HUD.
