THE CENTECH GROUP, Inc. (CENTECH®) is seeking a Director of Contracts. The person in this position will develop, review, and submit proposals to various federal, state, and industry organizations. As a member of the proposal development team, this person will contribute to business growth, perform detailed cost/price analysis, and participate in negotiation of defense contracts and subcontracts. The Director of Contracts Administration is responsible for the overall administrative success of the company’s contractual relationships with the government and other company clients from bid and proposal through contract close out.
This is a full-time opportunity and work location is Falls Church, VA.
Coordinates the contract administration and interaction between the company and the client. Ensures a harmonious relationship between the company and the client
Reads and understands all contracts and modifications on a timely basis
Keeps current with regulations and paperwork, specifically but not limited to Federal Acquisition Regulations (FARs), Defense Federal Acquisition Regulation Supplement (DFARS), and Joint Travel Regulations (JTRs)
Ensures that contract files and contract master files are secure, current of all changes to contract information, complete, accessible and filed in an orderly manner
Confers with client contracting officers to ensure that billing formats, terms and delivery instructions are carried out successfully
Confers with client contracting officer to ensure that the company is certain of the statement of work, terms of deliverables and evaluation criteria with respect to billing and performance
Develops and maintains a positive relationship with acquisition contracting officers (ACOs) and contracting officer technical representatives (COTRs) to support company operations
Ensures that the company is in contractual compliance and works to formulate the most effective billing and collection terms possible
Prepares and reviews billing invoices in conformity with government terms, costs, and procurement regulations and contracting officer preferences
Interacts with senior management on matters concerning contract compliance, deliverables, contract profitability and adherence to budget
Reviews contracts to ensure that the company stays within budget and achieves profitability on each contract. Issues Contract Status Reports and Job Summaries semimonthly
Performs subcontract and consultant administration.
Maintains files of original subcontract and consulting agreements
Maintains files of original subcontract and consulting teaming agreements
Maintains subcontractor information database
Participates in bid and proposal and business development strategies. Participates in “bid / no bid” decisions
Prepares and reviews cost proposals
Participates in all contract negotiations
Participates in the development of contract direct and indirect cost and budget strategy.
Participates in compensation and fringe benefit determinations. Summarizes data to develop annual budgets
Coordinates with the independent Certified Public Accountant (CPA) firm in the conduct of the annual audit with respect to estimated costs to complete, recognition of revenue, budget variances, etc.
Interfaces and supports Defense Contract Audit Agency (DCAA) auditors on many levels including incurred cost reports, indirect rate agreements, and various audit requirements
Plays an integral role in internal accounting controls to safeguard assets, promote operational efficiency and maintain integrity of recording and reporting accounting activity. Performs periodic internal audits of contract files to ensure completeness
Bachelor's degree in a related business discipline or equivalent combination of education, technical training and work experience
A minimum of 10 years of relevant work experience
A Certified Professional Contracts Manager (CPCM) certification is preffered (NCMA) or (IACCM) Certification
Ability to pass a non-U.S. Department of Defense (DoD) background investigation (Secret Clearance – desired)
Experience in developing, reviewing, and submitting time & material, firm-fixed-price, & cost type proposals to various federal, state, & industry organizations, in accordance with FAR, DFARS, and related agency supplemental acquisition regulations. Contract submissions experience desired is at the level of hundreds of millions of dollars in multi-year, multi-partner proposals
Experienced in the negotiation of major DoD contracts and subcontracts
Advanced knowledge of the relevant corporate and government regulations and standards regarding federal procurement - FAR, DFARS
Proven experience in coordinating with multiple functional areas across the company to develop cost estimates for customers that included the U.S. government and prime defense contractors
Able to perform detailed cost/price analysis to ensure accuracy and minimize risk
Knowledge and experience with Microsoft Excel workbooks, spreadsheets, functions, formats, and formulae, for cost proposals (Lowest Priced Technically Acceptable [LPTA], Time and Materials [T&M], Firm Fixed Price [FFP], and Cost Plus Fixed Fee/Air Force [CPFF/AF])
Proficiency in the Microsoft Office tools
Familiarity with Deltek accounting tools
