The Institute for Innovation and Implementation (The Institute) at the University of Maryland, School of Social Work has a new opportunity for a Program Director that will independently lead the Texas Institute for Innovation and Implementation (Texas Institute). This individual will be responsible for supporting and collaborating with other Institute staff to establish and create a sustainable Center of Excellence (COE) in Texas to support policy and financing development, analysis, and technical assistance; workforce development; EBP/promising practice implementation support; research, evaluation, and data linking; and partnership engagement and collaboration. The Director will provide implementation and workforce development support to the Texas Health and Human Service Collaborative and designated providers. This individual will support all aspects of projects related to YES Waiver implementation and behavioral health system reforms, which includes managing the development and execution of projects in Texas, supervising and supporting program trainers, and contributing to research and evaluations. The position also will be responsible for providing technical assistance and resources on financing and sustaining good and modern children's behavioral health service delivery systems to include innovations in Medicaid, managed care and health reform implementation. This position will also provide leadership on research and evaluation projects related to child serving systems and behavioral health.
The Institute serves as a national training, technical assistance, evaluation, policy, systems design, and finance center that is focused on children's behavioral health. The Institute supports state and local governments and organizations to implement effective systems and practices to best meet the needs of children and youth with complex behavioral needs and their families. This support is provided through three primary units within The Institute: Policy and Finance; Technical Assistance and Implementation; and Research and Evaluation. These units work in an integrated fashion to assist governmental and other organizational entities to achieve better outcomes for children, youth, and their families.

This position will be physically located in Austin, Texas. This position requires flexible hours including travel (40%) which will require overnight stays and air travel.
Develops strategic direction, program work plans, program evaluation, and other strategic initiatives to build and operationalize The Texas Institute and advance its mission. Ensures compliance with all government and University policies and regulations.
Provides expert technical assistance to Texas on topics such as financing in children's behavioral health care, managed care, financing on peer support, Medicaid billing, etc.
Develops, manages, and supports the programs partnerships and relationships within and outside of the University. Organize and participate in various committees and teams to consult with program heads and administrative officials on policy and program needs as well as various administrative issues related to the implementation of the Texas Institute.
Provides leadership and oversight of all facets of projects, including establishing contracts, developing scopes of work with potential partners, managing budgets, supervising training and onsite implementation activities, maintaining curricula and certification model, and assisting in the design of the evaluation component of all applicable projects.
Develops, reviews, and approves policies, procedures, and processes. Examines and evaluates program effectiveness, and makes changes as necessary. Oversees analysis and synthesizes data and information to ensure the successful program implementation. Directs the use of databases used to analyze criteria and deliver data.
Authors, reviews, and oversees development of papers, briefs, technical assistance resources, and publication of summary reports, and serves as an information resource to affiliates, the University, and external agencies.
Creates a cohesive work team that works collaboratively to achieve the program's goals. Supports the recruitment, performance, and training of team members and continually reviews strengths and weaknesses of staff to maintain a well-trained, highly involved, and motivated team.
Provides advanced training and technical assistance as necessary.
Performs other duties as assigned.
Education: Bachelor's degree in Social Work, Psychology, or related field. Experience: Five (5) years of experience working in human services research with at least two (2) years of experience of overall responsibility for program direction, coordination and implementation. Preferred Education: Master's degree in Social Work, Psychology, or related field. Preferred Experience: Supervisory experience preferred. Other: Credit history may be required.
Knowledge, Skills, and Abilities:
Possesses a thorough knowledge of position requirements and able to perform position in compliance with all requirements/regulations/laws. Knowledge in children's behavioral health and child serving systems. Skill in developing and managing high profile, complex products on topics in children's behavioral health.
Skill in supervising, mentoring, and teambuilding in order to provide guidance and instruction to others. Ability to take a lead role in performing and directing various advanced, routine and maintenance procedures. Ability to exercise the initiative and resourcefulness necessary for prioritizing multiple and ongoing projects.
Knowledge about system of care, wraparound, financing in children's behavioral health including Medicaid, Managed Care, Care Management with the ability to maintain high standards with the work being performed and maintain awareness with trends and influences.
