Clemson University, a public land-grant research university located in upstate South Carolina, invites applications for the position of Director for the newly created Office of University Compliance. The Office will be responsible for coordinating efforts amongst the various program specific compliance departments within the University to enhance the enterprise-wide culture of compliance. The Director will report to the University General Counsel with direct access to the University President and Board of Trustees.
The Director will be responsible for establishing and managing an enterprise-wide compliance program that enhances the culture of compliance at Clemson. The position will coordinate program specific compliance functions as well as have direct responsibility for institution wide compliance functions. A fundamental purpose of this position is the identification of the legal, ethical, and regulatory obligations that govern the University as well as promoting compliance with those obligations through effective training.
Develop, implement, and operate an enterprise-wide compliance program.
Create and continually refine a compliance matrix of the legal and regulatory obligations of the University.
Coordination of campus units responsible for program specific compliance functions.
Direct oversight and responsibility for institution-wide compliance programs.
In coordination with program specific compliance functions and Human Resources, develop a training program for university faculty, staff, and students, including identifying required training, and implementing a training tracking and accountability program.
As compliance deficiencies are identified, develop response and remediation plans in concert with the affected units, University administration, and the Office of General Counsel.
Participate in the Enterprise Risk Management process, identifying compliance risks and developing solutions for managing those risks.
Establish and chair a University Compliance Council which, among other things, will identify areas of compliance vulnerability and risk, and will identify the resources necessary to address those areas as part of the University's annual budgeting process.
Report significant institutional compliance risks to the President and Board of Trustees with recommendations for mitigation of those risks.
Master’s degree in an appropriate specialization area with fifteen (15) years of relevant experience; or J.D. with ten (10) years of relevant experience;
Seven (7) years of experience in higher education compliance at a research university;
A working knowledge of laws and regulations in the following areas as they relate to higher education: research, employment, civil rights, athletics, Clery Act, privacy, financial aid, environmental, and safety;
Excellent written and oral communication skills;
Demonstrated ability to advise senior management and the governing board on enterprise level compliance risks;
Excellent organizational and follow-through abilities; ability to work well under pressure; and ability to facilitate the work of a team of compliance/risk professionals.
Ability to de-construct complex legal requirements and create compliance policies and procedures that are clear, effective, succinct, and sustainable;
Demonstrated ability to create and present effective training materials and programs.
