Harborview Medical Center Administration has an outstanding opportunity for a Senior Associate Administrator of Surgical, Emergent & Integrated Clinical Services (SEICS). The Senior Associate Administrator will plan, organize, staff, direct, and control the operational, financial, personnel and other administrative activities of the SEICS division at Harborview Medical Center, providing the focus and direction commensurate with the Medical Center's patient care, teaching and research goals.
Departments consist of Surgical Services, CRNAs, Emergency Services, Trauma Services, Radiology, Performance Improvement, Parking, EVS and Nutrition Services, Security Services, Laboratory Medicine, Pharmacy, Pathology, and other organizational units that may be assigned. The Senior Associate Administrator will report to the Executive Director, Harborview Medical Center.
Functions as a full member of the senior executive team in managing Harborview Medical Center. Participates as a member of that team in the development of goals, plans, policies, and procedures to effectively operate the Medical Center. Provides coverage for the Executive Director during absences.
Develops, implements, and provides continuing leadership in the area of patient care and support services. Develops resources and acts as a consultant to Administrative teams.
Responsible for establishing and evaluating patient service philosophy, goals, policies, practices, and procedures commensurate with the goals of the Medical Center, the age specific requirements of the populations served (e.g., pediatrics, adults, and geriatrics), and the needs of the community.
Investigates new developments in health care practice and sets direction of programs for specific models of care to meet patient care needs in collaboration with Patient Care Services.
Ensures a collaborative working relationship with all support services and patient care services to assure clinical continuity of care and interdepartmental coordination to maintain successful operations of the medical center.
Develops and implements proactive and effective policies & procedures and monitoring systems to assure compliance with all regulatory, clinical practice, affirmative action, and patient safety standards and policies.
Develops and implements effective monitoring systems, to assure that standards of practice/performance are met, objectives achieved, laws, rules, regulations, and policies are following in meeting the interests of Harborview Medical Center and its patients, staff, students, researchers and public.
Serves as the Human Resource and Labor Relations liaison for UW HR policies and practices at the Medical Center.
Consults and collaborates with the other leaders including the Medical Director and clinical chiefs of service to coordinate and implement inter-divisional and interdepartmental operating procedures. Assists in interpreting for the senior management team the mission, objectives, goals, programs, and procedures as necessary to their interested parties.
Develops and fosters an environment that promotes patient centered care and recognition of individual, team and department-wide accomplishments and professional growth.
Leadership role in the preparation of the Medical Center operating and capital budgets for SEICS. Coordinates the preparation of the department budgets and other HMC departments to ensure appropriate resource allocation within parameters set by Medical Center Administration, the Medical Center Board, and the UW Medicine. Develops and maintains budget monitoring procedures. Responsible for developing and monitoring departmental budget, policies, and procedures.
Administers resources among the various divisions and sections of SEICS and other assigned organizational units consistent with program needs throughout the hospital.
Assumes responsibility for sound personnel practices in the division including: the hiring and supervising of professional, managerial, and support staff, setting direction for staff, establish performance criteria, conducting performance reviews, and planning staff development by utilizing a quality improvement approach.
Leads the hospital performance improvement efforts. Participates as a member of various Medical Center and Health Science Center committees involved in policy and procedure development, program planning, and working processes.
Periodically, on a scheduled basis, serves as Administrator on-call for the Medical Center. This is scheduled among the administrative staff for 24 hours a day, seven consecutive days a week.
Serves in a leadership role in medical center-wide quality improvement activities. Serves as a leader or member of medical center-wide quality improvement teams. Sets an example within the department for using quality improvement tools and techniques.
Coordinates the informatics operational implementation according to the UW Medicine IT plan. Serves on Clinical IT committees to represent the hospital. Develops and maintains departmental information systems. Ensures access to pertinent information in a timely manner, to faculty and staff within the department and in other departments, to maintain efficient and effective Medical Center communications and operations.
Works closely with other departments to coordinate interdepartmental activities and systems; assists in determining and implementing departmental systems. Maintains contact with and coordinates the Medical Center's activities with other health care providers, clients, University departments and relevant agencies of local and state government.
Represents the hospital on outside boards, commissions, associations, and committees as requested and approved by the Executive Director.
Work with the Medical Director and provides input and direction from SEICS to support the Medical Center's Quality Improvement Program including risk management, accreditation, licensures, health and safety, and monitoring and surveillance programs.
Serves as one of the administrative contacts for all Washington State Department of Health visits and The Joint Commission inquiries involving patient care.
Will serve as Chief Administrative Officer in the absence of the Executive Director.
Performs all other duties as assigned by the Executive Director.
Competitive candidates will bring 5-6 years of senior healthcare operations management experience.
Bachelor's degree in Nursing, Healthcare Administration, or other related healthcare/science field AND at least 5-6 years of experience in healthcare operations management experience. Successful track record of effective management/leadership and program management skills. Strong verbal and written communication skills. Teamwork skills conducive to a collaborative, professional environment. An equivalent combination of education and experience may substitute for stated requirements.
Master's degree in Healthcare Administration or other related field. Administrative experience in a public academic teaching hospital.
