The University of Maryland, Baltimore School of Social Work's Institute for Innovation and Implementation (The Institute) is seeking three (3) Training Specialists for the Texas Institute for Innovation and Implementation (Texas Institute). The Training Specialist engages a diverse variety of people in learning situations, applying adult learning theory in developing multifaceted modern learning solutions (such as instructor-led training and online educational programs). This position helps plan, fully develop, conduct, and administer training programs aimed to train professionals and improve their skills and knowledge in wraparound and related topics. The Training Specialist is expected to function independently, with guidance from program administration, in developing new training and training materials, and helping to assess its effectiveness.
The Institute serves as a national training, technical assistance, evaluation, policy, systems design, and finance center focused on children's behavioral health. Over the past decade, The Institute has been involved with many key children's initiatives in Maryland and across the nation, many of which have been supported by federal grants, waivers, and contracts from the U.S. Department of Health and Human Services' Administration for Children and Families (ACF), Center for Medicare & Medicaid Services (CMS), and Substance Abuse and Mental Health Services Administration (SAMHSA). The Institute is currently serving as the coordinating partner of The Technical Assistance Network for Children's Behavioral Health (The TA Network), a SAMHSA-funded national technical assistance center supporting more than 70 grantees across the country. It is also a core partner in the National Wraparound Initiative. The Institute supports state and local governments and organizations to implement effective systems and practices to best meet the needs of children and youth with complex behavioral needs and their families. This support is provided through three primary units within The Institute: Policy and Finance; Technical Assistance & Implementation; and Research & Evaluation. These units work in an integrated fashion to assist governmental and other organizational entities to achieve better outcomes for children, youth, and their families. The Texas Institute, a sub unit of the Institute, will be located in Texas to support the state's effort toward Wraparound Implementation and children's behavioral health related efforts.

These positions may allow for a remote workplace and will not require relocation, though it is preferred for the candidates to live in the state of Texas. These positions require flexible hours including statewide travel which will require overnight stays and air travel. Travel time is approximately 50 percent.
Assesses general and specific training needs within the focus population using generally accepted methods appropriate to the training field.
Assists in researching, developing, and delivering training for wraparound professionals on a wide range of topics related to the YES waiver and wraparound generally.
Communicate monthly, in person or via technology, with implementing organizations and the leadership team.
Utilizes data to inform decision making.
Monitors quality of practice and utilizes coaching feedback informs to create action toward implementation integrity.
Participates in the development of wraparound general training and implementation materials such as manuals, online learning modules, self-test instruments, hand-outs, case studies, and other course materials. Revises and modifies training materials as needed.
Monitors and evaluates the effectiveness of training through established evaluation measures. Uses evaluation data to modify and adapt training.
Networks and builds relationships with organizational leadership to build interest in partnering to successfully implement YES waiver and wraparound generally. Seeks out relationships that can help the organization be successful.
Develops, implements, and maintains effective mechanisms for ongoing relationships/partnerships with department managers, through participation in work groups and by assisting in the designing of long-range training and development plans.
Provides coaching support to the field including those designated local mental health providers authorized to implement YES Waiver.
Performs other related duties as assigned.
Education: Bachelor's degree in Social Services, Social Work, Human Services, Training, Human Resources, Public/Business Administration, Communications, or discipline appropriate to training being conducted. Preferred Education: Master's degree in Social Work, Psychology, or a related field of study. Experience: Two (2) years of related experience. Other: Must enroll in the National Wraparound Implementation Center (NWIC) certification program. Must achieve certification within a 24-month time period unless already NWIC certified in which case the certification must be maintained.

Skill in analyzing complex topics, policies, and procedures in order to prepare detailed summaries.
Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to develop and maintain effective working relationships with Health and Human Services Commission (HHSC) staff, stakeholders, implementing organizations and service agencies in the community.
Writes and presents information in a clear and concise way. Interprets and understands written information and is able to listen attentively to verbal and non-verbal cues that lead to a deeper understanding. Possess excellent training and group facilitation skills.
Ability to work cooperatively with others and demonstrates professional, ethical, respectful, and courteous behavior when interacting with others. Capable of interacting pleasantly and positively with other to meet customer expectations, and provide follow up with customers.
Strong interpersonal skills, including communication (verbal and written), creative problem solving, and planning. Ability to work independently and prioritize tasks appropriately.
