The University of Maryland, Baltimore School of Social Work's Institute for Innovation and Implementation (The Institute) is seeking a Program Specialist that will independently coordinate activities for the Texas Institute for Innovation and Implementation (Texas Institute). The Program Specialist independently assists in the coordination of the Texas Institute which supports the Texas Health and Human Service Commission and the Wraparound implementation for Texas. The position will collaborate closely with members of Texas Institute, local implementation teams and stakeholders, as well as with faculty and staff at the School of Social Work. This position is expected to function independently, exercise discretion, and contributes to assignments and projects that require significant evaluation, originality, and ingenuity. The Program Specialist provides solutions to issues and judgment outside of pre-established guidelines or processes.
The Institute serves as a national training, technical assistance, evaluation, policy, systems design, and finance center focused on children's behavioral health. Over the past decade, The Institute has been involved with many key children's initiatives in Maryland and across the nation, many of which have been supported by federal grants, waivers, and contracts from the U.S. Department of Health and Human Services' Administration for Children and Families (ACF), Center for Medicare & Medicaid Services (CMS), and Substance Abuse and Mental Health Services Administration (SAMHSA). The Institute is currently serving as the coordinating partner of The Technical Assistance Network for Children's Behavioral Health (The TA Network), a SAMHSA-funded national technical assistance center supporting more than 70 grantees across the country. It is also a core partner in the National Wraparound Initiative. The Institute supports state and local governments and organizations to implement effective systems and practices to best meet the needs of children and youth with complex behavioral needs and their families. This support is provided through three primary units within The Institute: Policy and Finance; Technical Assistance & Implementation; and Research & Evaluation. These units work in an integrated fashion to assist governmental and other organizational entities to achieve better outcomes for children, youth, and their families. The Texas Institute, a sub unit of the Institute, will be located in Texas to support the state's effort toward Wraparound Implementation and children's behavioral health related efforts.

This position will be physically located in Austin, Texas. This position requires flexible hours including minimal travel which could require overnight stays and air travel.
Coordinates the Texas Institute functions, contracts, and monitoring of scopes of work including prepare periodic reports on program activities, progress, status or other special reports for management or outside agencies. Oversee daily operations and coordinates activities of program. Makes recommendations to Texas Institute staff and partners.
Establishes effective communication channels and acts as liaison between the program director, national partners, state or organizational staff and other stakeholders within and outside The Texas Institute.
Collaborates with the Institute's other departments for project management of online trainings and technical assistance coordination. Provides technical assistance to local organizations and state leaders with problem solving assistance and administrative support.
Leads the development and expansion of the YES waiver (and other related) website and/or online content and maintain updates as needed.
Organizes and supports the dissemination of communication strategies including social marketing and other related communication or media campaigns.
Prepares surveys, quarterly and final reports, marketing plans and materials, recommendations, and other information resources for ongoing support and improvement of the Texas Institute. Prepares for peer review periodic reports, financial statements and records on program activities, progress, status or other special reports for management or outside agencies.
Develop and schedule large scale work plans in accordance with specifications and funding limitations in order to shape the program and projects; oversee daily operations and coordinates activities of program; and determine priorities.
Develop and maintain effective mechanisms for ongoing partnerships at the state and national level. Interacts and maintains liaison with students, faculty, staff, state leaders, and outside/community agencies in facilitating program objectives and deliverables.
Assists in conceptualization, research, development, and drafting of written products such as speeches, presentations, scholarly journal articles, training materials, website content, final progress reports, promotional materials, recommendations, and other information resources for the improvement of Texas Institute.
Assists in evaluating program effectiveness to develop improved methods; devise evaluation methodology and implements; analyze results and recommend and/or take appropriate action. Has the authority to formulate, affect, interpret, or implement policies or procedures to ensure effective operation
May supervise clerical personnel or social work students.
Education: Bachelor's degree in Social Work, Psychology, or related field of study. Experience: Two (2) years of experience with program planning and coordination in children's behavioral health. Preferred Education: Master's degree in Social Work, Psychology, or a related field of study.
