The Division of Cardiology is a large, complex Division in the Department of Medicine with over 100 faculty, 31 fellows and over 100 professional, classified and hourly employees spread across 6 campuses: UW, Harborview Medical Center, Northwest Hospital, Edmonds Cardiology Clinic, VA Puget Sound Hospital and UW South Lake Union.
The Division of Cardiology in the Department of Medicine has an outstanding opportunity for a full-time Program Operations Specialist. The purpose of this position is to manage and administer program operations of the Center for Emerging Cardiovascular Therapies (ECT). The Center is comprised of two sections, Structural Heart and the Complex Coronary Artery Disease Program. The Center is currently composed of the two Section Heads, plus an additional Faculty member and one Research Scientist Engineer 4 in the Structural Heart section. The Center is in the start-up phase of development and it is expected that there will be a need for additional staff positions to support operations as the Center and its programs grow.
The Program Operations Specialist is required to use independent judgment, strong leadership skills, and knowledge of academic healthcare business operations to effectively facilitate work flow and to promote a collaborative work environment. This position will maintain dynamic communication with steering committees, search committees and applicants, numerous university departments, medical device vendors and federal agencies. By applying the knowledge of the Section Head's work commitments, status of projects, and nature of contacts this position will act independently and on behalf of the Section Head. Advises faculty of rules and regulations of the University of Washington and various granting agencies and ensures compliance with those rules.
Position Complexities: Requires coordination of efforts across a number of organizations to include the Division of Cardiology, the Regional Heart Center, the Department of Medicine and the School of Medicine.
Position Dimensions and Impact to the University: Aligned with UW Medicine, the ECT Center is a platform and an accelerator for education, research, clinical excellence and partnership in cutting-edge innovation for the treatment of cardiovascular disease. With first-line access to clinical trials and new-post market commercial devices, the ECT Center is uniquely positioned to provide service across the tripartite mission of 1) research; 2) clinical practice; and 3) education. From the research perspective the Center will be an accelerator for Medical device development, by providing the opportunities for pre-clinical research and first-in-cadaver device testing and physician training. The clinical practice and education missions will be supported and enhanced through creation of an anatomical and imaging library and a development of an integrated learning/teaching academy which will allow provider instruction in diagnosing and treating cardiovascular disease through cadaver/simulation training to compress the learning curve in developing experience in treating patients.
Duties and Responsibilities:
Consult with ECT Section Heads who conduct a wide range of medical presentations and demonstrations, both nationally and internationally. The level of administrative support required to successfully coordinate and organize these events is extraordinary as in many instances, sites of practice agreements, license to practice, and clinical privileges and contracts need to be coordinated and in place in order for the event to occur.
Assist Section Heads, faculty and staff by working closely with the Division of Cardiology Administrator in the negotiation and establishment of vendor service contracts, non-disclosure agreements, memorandums of understanding with other University organizations.
Manage ECT operations and facilities to ensure the day-to-day and cyclic requirements are met and to ensure effective, efficient, and safe operations and preservation of resources.
Understand and integrate the operational responsibilities of the ECT with various funding sources into Center planning, policies, and procedures.
Assess the need for additional resources and identify the source of additional resources for the ECT.
Collect or assist with the collection of data and evaluate data to initiate or assist in the initiation of a proposed new programs or activities.
Assist the Section Heads in reviewing and assigning space to staff and faculty, coordinating moves and/or relocations of offices, and personnel. Coordinate with IT services personnel and ensure appropriate backup and maintenance policies and support. Assist in providing site-based management of equipment inventory. Attend appropriate building committee meetings, disseminate information and recommend improvements to space and facilities.
Financial Oversight Activities
Coordinate with Division of Cardiology and Regional Heart Center fiscal efforts to facilitate the management and oversight of the financial resources of the ECT to include budgets and funds from federal, state, private, and University sources to ensure ethical and fiduciary practices in accordance with policies and procedures of each funding source and reporting organization.
Direct the ECT's financial support operation, including the planning, budgeting, and accounting functions.
Develop and implement appropriate internal controls.
Work with Cardiology Divisional financial staff to interpret policies and regulations concerning the ECT's financial activities; ensuring compliance with the University's policies and procedures as well as guidelines from the federal government, state, and other research project sponsors.
Maintain a working knowledge of the ECT's financial operations, funding sources, policies, and procedures: understanding and appropriately utilizing the Center's multiple sources of income.
Human Resource Management
Manage and oversee human resources of the ECT in accordance with University of Washington and School of Medicine, Department of Medicine and Division of Cardiology policies and procedures.
Implement strategic infrastructure to support high-quality research , conducted in a timely and efficient manner, emphasizing adaptability, flexibility, and staff/investigator satisfaction.
Work with the Section Heads to develop or implement strategic plans for the recruitment, deployment, and retention of staff, and for the organization of staff work assignments.
Determine and implement ECT staffing requirements and work with the Administrator of Cardiology, when needed, and UW Human Resources to recruit these positions, based on appropriate classifications; reclassifying staff positions as necessary.
Identify core competencies and job responsibilities specific to staff positions and develop clear position descriptions and expectations.
Implement and monitor annual performance reviews for ECT staff
Work with the Administrator of Cardiology when employee relations issues occur.

Administrative management experience in a healthcare setting preferred.
