The purpose of this position is to provide supervision and management of the Plymouth Ice Center. Serves as active participant on the Parks and Recreation Department senior leadership team and advisor to the Parks and Recreation Director. Plans, implements and participates in all aspects for the Parks and Recreation Department to ensure quality, innovation, and effective service delivery based on community interest and need. This position has administrative oversight of the ice center facility, operations and services.
Supervises and develops staff in a manner that ensures effective staffing levels and optimum service delivery. Inspires professionalism, strong inter- and intradepartmental communication, team building and alignment with city values.
Directly and/or indirectly supervises clerical, maintenance, building supervisors, and volunteer staff.
Fosters a respectful workplace culture and champions diversity and inclusion and promotes collaboration at all levels.
Provides effective management by appropriate supervision, delegation, coaching, and training.
Provides work direction and assigns employees, equipment and materials to ensure project completion.
Recommends revisions in work procedures, training, and equipment to accomplish goals.
Recommends and/or assists in the development and enforcement of city rules, regulations, policies and procedures.
Conducts, coordinates and monitors annual staff performance reviews, goal setting and employee development initiatives.
Recommends hiring, discipline and discharge of employees, as necessary.
Supervises and coordinates with maintenance staff, users, and other vendors to ensure efficient and effective use of the facility (i.e. room set-ups, transitions, cleaning, and audio visual needs).
Develops, coordinates and implements employee training programs with an emphasis on customer service, customer and employee safety, risk management and accident prevention.
Utilizes volunteers in various capacities as appropriate.
Plans, coordinates and directs use of the Plymouth Ice Center. Frequently analyzes and evaluates opportunities to ensure that we are innovative, providing quality services, maximizing potential income, ensuring optimal usage of the facility and effectively meeting the needs and interests of our residents and guests.
Effectively and efficiently allocates ice rental time to maximum availability and usage.
Develops good relationships and works cooperatively with city staff, the public, civic groups, local businesses, contractors, youth athletic associations, and school districts to establish innovative joint partnerships, creative recreation programs and entrepreneurial services.
Manages, schedules and oversees facility rentals, usage, programs, events, groups and lease space tenants.
Develops and coordinates ongoing promotional/public relations programs, publicity and information via brochures, cable, internet, news releases, flyers, etc.
Develops, monitors and maintains services and facilities to ensure quality standards, customer service expectations and safety protocols are achieved.
Keeps informed of new trends, techniques and procedures in the field of ice arena management.
Work schedule varies to effectively supervise, assist, evaluate and monitor operations.
Plans, directs and oversees the general operations and maintenance of the Ice Arena to ensure that the facility meets the needs and interests of the community.
Plans and directs a maintenance program to ensure that the ice and the facility which houses it are in optimum condition, assuring safety and enjoyment to users.
Coordinates and evaluates the distribution, inventory and maintenance of facility/program supplies and equipment.
Performs maintenance and operations functions as needed.
Develops and coordinates capital improvements and an asset management program.
Prepares, develops and/or monitors the Plymouth Ice Center budgets, transactions, material assets, funds and financial reports.
Keeps abreast of the current budget status to ensure responsible use of funds and budgetary accuracy.
Prepares, analyzes and submits financial data, documents and reports to the Director.
Reviews program financial procedures and protocols to ensure they are up-to-date and complied with.
Oversees and supervises user fee systems for all facility components and annually reviews the facility fee structure to ensure competitive service pricing and adequate revenue to meet budget expectations.
Coordinates and approves requisitions for materials, supplies, site improvements and equipment within budgetary limitations.
Continuously seeks economic efficiencies, savings and/or income through facility use fees, service contracts, green initiatives, entrepreneurial measures and economically balanced programs.
Supervises billing and accounting procedures; reviews billings to assure accuracy, timeliness and prompt collection; follows up on delinquent payments to minimize accounts receivable.
Develops, coordinates and/or supervises data collection, analysis and reporting procedures such as facility/field use statistics and evaluations for the Plymouth Ice Center. •Develops and monitors procedures for verifying and tracking facility usage. Prepares, analyzes and submits a variety of reports and supporting materials for submission to the Director of Parks and Recreation.
Responsible for the development, supervision and oversight of the emergency management plan and protocols for the facility
Keeps Director of Park and Recreation informed of significant matters
Attends Department, Park and Recreation Commission and/or City Council Meetings as necessary.
Performs other duties as apparent or assigned.
Bachelor's degree in Parks, Recreation and Leisure Studies, Education, Facility Management or related field (Public Administration, Business Administration) OR four years of progressive management experience with the operation of ice arena facilities.
Three years of experience managing facility operations (e.g. programs, rentals, budget, maintenance).
Three years of experience supervising staff.
Three years of experience writing reports, RFPs, and contracts.
Experience establishing and maintaining collaborative working relationships with the general public, athletic associations, staff and vendors.
Strong technology skills and computer experience; proficient in Microsoft Outlook, Microsoft office suite (Word, Excel, Publisher and PowerPoint) and recreation registration software (e.g. RecTrac, Max Ice).
Must possess a valid Minnesota driver's license.
Three years of ice arena management experience.
Master's degree in Parks, Recreation and Leisure Studies, Education, Facility Management or related field (Public Administration, Business Administration).
Three years of experience supervising full-time staff
Experience interacting with elected and volunteer boards including report writing.
